POSITION SUMMARY

The role involves overseeing the strategic design, execution, communication, and management of the Human Resources (HR) functions within the Authority, aimed at enhancing organizational performance and employee engagement. This position leads various HR domains including Human Resources Information Systems (HRIS), Performance Analytics, Retirement Benefits, and Talent Acquisition. It is essential to develop and enforce organizational policies and procedures that comply with all relevant employment laws and regulations.

KEY RESPONSIBILITIES

1. Formulates, develops, and supervises the execution of both long-term and short-term strategies for the HR department.

2. Oversees the creation, execution, communication, and management of HR programs related to HRIS, performance analytics, retirement benefits, and talent acquisition.

3. Manages the development, execution, and upkeep of the HR department's operational budget.

4. Provides support and guidance to management and staff regarding HR policies and procedures, including but not limited to disciplinary actions, grievances, conflict resolution, and policy interpretation.

5. Implements talent management initiatives to attract, onboard, and retain high-quality employees.

6. Develops and manages defined benefits and deferred compensation retirement plans for the Authority.

7. Ensures that compensation programs are equitable, competitive, and compliant with internal policies and legal standards.

8. Creates and executes strategies to enhance employee engagement, retention, and diversity within the organization.

9. Establishes key performance indicators (KPIs) and metrics to evaluate the success of HR initiatives and identify areas for enhancement.

10. Performs additional related duties as necessary.

SUPERVISORY DUTIES

The primary responsibility includes managing the HR department. This role directly and/or indirectly supervises managers, professionals, and administrative staff within the HR office. Responsibilities include interviewing, hiring, and developing subordinate personnel; setting performance standards; evaluating employee performance; providing feedback; coaching; and taking disciplinary actions as needed.

EDUCATION AND EXPERIENCE

A Bachelor's Degree in Human Resources, Business Administration, or a related discipline, coupled with ten years of professional experience in human resources. A minimum of four years in a managerial capacity successfully overseeing programs, teams, and/or departmental operations in various HR functions is required. Exceptional interpersonal, organizational, and communication skills are essential. Previous experience in transit organizations is highly preferred. In lieu of a degree, relevant experience may be considered on a year-for-year basis.

CERTIFICATIONS AND LICENSES

Human Resources certifications such as PHR, SPHR, CCP, CBP, or CEBS are preferred.
