The Department of the Navy (DON) has initiated a Financial Strategy aimed at enhancing and transforming financial operations to better support warfighters and fulfill the DON's mission. This strategy outlines a comprehensive vision for the transformation of financial management (FM) operations into a leading institution that aligns with the Department of Defense Financial Management Strategy FY22-26 and the Secretary of the Navy's strategic directives.
The guiding vision for the DON's Financial Management transformation emphasizes the execution of financial operations through modern Enterprise Resource Planning (ERP) systems, utilizing standardized business processes with annual risk-based internal controls; ensuring budget transparency and fiscal discipline; providing senior leaders with timely and accurate financial and logistics data for informed decision-making; and fostering an inspired, dedicated, and challenged FM workforce.

The governance of the Navy's IT Enterprise Resource Planning (ERP) system encompasses the framework, policies, and processes necessary for overseeing and managing the Navy's ERP system. This system integrates various business functions such as finance, supply chain management, and human resources into a cohesive IT platform. Effective governance guarantees alignment with the Navy's strategic objectives, operational efficiency, and compliance with applicable regulations and standards. Key components of Navy IT ERP system governance include:

  1. Policy and Framework Development: Establishing clear policies and guidelines for ERP system usage, ensuring all stakeholders are informed and compliant with the same standards.
  2. Data Governance: Ensuring the quality, integrity, and security of data within the ERP system for reliable decision-making.
  3. Compliance and Risk Management: Guaranteeing adherence to federal regulations, cybersecurity standards, and internal policies while identifying and mitigating operational risks.
  4. Performance Monitoring and Reporting: Conducting regular performance assessments of the ERP system, generating reports, and performing audits to ensure objectives are met efficiently.
  5. Stakeholder Engagement and Communication: Promoting collaboration among stakeholders, including IT personnel, end-users, and senior leadership, to address their needs and concerns.
  6. Change Management: Overseeing changes to the ERP system, including updates and modifications, to ensure seamless transitions.

Required Skills:

  1. Strong executive and strategic communication skills to support governance initiatives and the ability to produce formal documentation.
  2. Extensive program/project management experience to facilitate stakeholder coordination and manage expectations.
  3. In-depth understanding of DON structure and effective communication with internal and external stakeholders.
  4. Familiarity with the Department of Defense Planning, Programming, Budgeting, and Execution (PPBE) process.
  5. Comprehensive knowledge of IT systems portfolio management within government frameworks.
  6. Expertise in IT governance, strategic communications, and change management.
  7. Experience with IT systems governance processes.
  8. Thorough understanding of business systems lifecycles and their relation to OMB Circular A-136.
  9. Proficiency in various applications, including JIRA and Microsoft Excel.
  10. Knowledge of generally accepted accounting principles and financial audit manuals.
  11. Experience in audit remediation and understanding of government auditing standards.
  12. Familiarity with standards of internal control in the federal government.
  13. Knowledge of federal appropriations law and the standard general ledger.
  14. Understanding of OMB circulars A-11 and A-123.
  15. Technical expertise in developing and publishing formal documents such as manuals and policies.
  16. Willingness to travel at least 20% of the time within the continental United States.


Key Skills:

  • Experience with the Navy.
  • Familiarity with SAP, preferably Navy ERP.
  • DoD audit support and audit readiness experience.
