Job OverviewPosition Summary

The Subject Matter Expert (SME) in Acquisitions will be responsible for overseeing the client's procurement processes from initial requirement definition through to contract award and subsequent management.

Key Responsibilities:

  • Engage and collaborate with government officials and client stakeholders in alignment with task order stipulations.
  • Provide strong leadership and technical guidance to all personnel involved in the task order, ensuring effective communication both verbally and in writing, while organizing and directing task order activities within agreed timelines.
  • Guarantee the submission of task order deliverables in compliance with contractual obligations, demonstrating the ability to interpret and apply federal acquisition policies, regulations, and directives to all required outputs.

Qualifications:

  • A Bachelor's degree in a relevant discipline with a minimum of 15 years of experience (or a Master's degree with at least 13 years of experience) in managing large-scale programs, including service delivery contracts and critical federal acquisition projects.
  • Possession of Project Management Institute (PMI) Project Management Professional (PMP), Defense Acquisition Workforce Improvement Act (DAWIA), or Federal Acquisition Certification for Program and Project Managers (FAC-P/PM) certification at Level III.
  • Extensive knowledge and expertise in the Federal Acquisition Regulation (FAR).
  • Prior experience as a Warranted Contract Officer is essential.
  • Deep understanding of FAR regulations and policies, including the Homeland Security Acquisition Regulation (HSAR) and Homeland Security Acquisition Manual (HSAM), with the capability to assess official contract documentation for compliance with FAR and agency standards.
  • High emotional intelligence to foster successful team dynamics and integration.
  • Proficient in Microsoft Excel, Word, PowerPoint, and Outlook.

Preferred Skills & Attributes:

  • Master's Degree in a relevant field.
  • Previous experience as a Contracting Officer or Contracting Officer's Representative.
  • Ability to assess compliance of procurement activities with FAR and U.S. Department of Homeland Security policies.
  • Skill in evaluating official contract documentation for adherence to FAR and agency standards.
  • Experience with PRISM or other contracting writing systems.
