Job Overview

The primary role involves comprehensive management of construction contracts associated with the County's Capital Improvement Program, focusing on transportation and stormwater initiatives. This includes overseeing various contracts such as road resurfacing, sidewalk enhancements, and intersection improvements. The team is currently responsible for managing over 31 construction and CEI contracts, amounting to more than $265 million. Additionally, this position coordinates the Emergency Response Damage Assessment team, which includes approximately 35-50 designated inspectors tasked with assessing damage under Emergency Support Function-3.

Salary

Minimum: $91,748.80 annually

Midpoint: $133,224.00 annually

Key Responsibilities

  • Makes impactful decisions that influence the activities of the Capital Improvement Program; provides authoritative recommendations that shape the program's direction; plans, organizes, and oversees significant projects.
  • Supervises all construction phase activities for transportation and stormwater capital projects.
  • Directs the work of professional staff and consultant project managers by scheduling, assigning, and reviewing tasks; provides training, coaching, and performance evaluations to support goal achievement and employee development.
  • Prepares, monitors, and analyzes the section's budget for appropriations and expenditures; authorizes purchases and payments for contract services, equipment, and materials.
  • Ensures compliance with regulatory and environmental standards, best practices, and industry norms; interacts with regulatory bodies and may conduct quality assurance inspections.
  • Assesses the engineering and related program requirements necessary to meet the objectives of the Capital Improvement Program.
  • Fosters positive relationships with other sections within the department and external entities to maintain effective communication.
  • Negotiates critical issues with senior engineers, managers, and department directors; represents the department at significant functions or conferences.
  • Performs additional duties as assigned.

Working Conditions

  • Most work is conducted in an office environment.
  • Field reviews may occur at major construction sites.
  • Occasional travel may be required, including overnight stays.

Physical Demands

  • Requires frequent standing, sitting, walking, and bending.

Nature of Work

  • Light Work - Involves exerting up to 20 pounds of force frequently, and/or a negligible amount of force constantly to move objects.

Minimum Qualifications

  • Bachelor of Science Degree in Engineering; AND
  • 8 years of experience in civil engineering, specifically in highway and/or stormwater construction engineering; OR
  • An equivalent combination of education, training, and experience that would provide the necessary competencies. (This does not include legally required licenses); AND
  • Possession of a valid Florida Driver's License.

Managerial/Operational Skills: Strong management capabilities with effective communication and collaboration with peers and subordinates.

Emergency Management Responsibilities

In the event of an emergency or disaster, the employee may be required to respond promptly to duties as assigned by the department, the County's Office of Emergency Management, or County Administration. Such assignments may occur before, during, or after the emergency/disaster.
