Key Responsibilities

  • Make influential decisions impacting the activities of the Capital Improvement Program; provide authoritative recommendations that shape the program's direction.
  • Oversee all construction phase activities for transportation and stormwater capital projects.
  • Direct the work of professional staff and consultant project managers, including scheduling, assigning, and reviewing tasks; provide training and performance evaluations to support employee development.
  • Prepare, monitor, and analyze the section's budget for appropriations and expenditures; authorize purchases and payments for contract services, equipment, and materials.
  • Ensure compliance with regulatory and environmental standards, best practices, and industry benchmarks; interact with regulatory agencies and conduct quality assurance inspections.
  • Assess the engineering and related program requirements necessary to achieve the goals of the Capital Improvement Program.
  • Foster effective communication with other sections within the department and external entities.
  • Negotiate critical issues with senior engineers and managers; represent the department at important functions or conferences.
  • Perform additional duties as assigned.

Working Conditions

  • Most work occurs in an office environment.
  • Field reviews may take place at major construction sites.
  • Occasional travel may be required, including overnight stays.

Physical Demands

  • Frequent standing, sitting, walking, and stooping are required.

Nature of Work

  • Light Work - Involves exerting up to 20 pounds of force frequently, and/or a negligible amount of force constantly to move objects.

Minimum Qualifications

  • Bachelor of Science Degree in Engineering; AND
  • 8 years of experience in civil engineering, specializing in highway and/or stormwater construction; OR
  • An equivalent combination of education, training, and experience that provides the necessary competencies.
  • Valid Florida Driver's License is required.
