Overview


The Lead Construction Consultant offers specialized knowledge for the formulation of bidding packages, operational procedures, methodologies, specifications, documentation, and on-site assistance for construction initiatives.

This role encompasses all facets of construction disciplines.

The Lead Construction Consultant ensures effective communication with all organizational sectors to guarantee that projects are executed safely and in compliance with environmental standards.

The incumbent orchestrates departmental activities to ensure that projects adhere to timelines and budget constraints, aligning with departmental and user priorities.

Responsibilities

Comply with Company and Regulatory Agency Policies, ensuring that all operations are conducted without causing harm or illness to Company Employees, Contractors, or the public.

Must be knowledgeable of and adhere to all relevant laws and company regulations, policies, and operational practices.

Uphold Company and Regulatory Agency Policies ensuring Environmental excellence by executing all tasks in a professional manner, adhering to the highest standards of environmental stewardship and control.

Engage in Engineering Package development by evaluating Scoping Documents, participating in initial site assessments for project scoping, reviewing midpoint and subsequent drawing & specification packages, and conducting necessary site visits to verify the accuracy of construction documentation.

Provide insights that could influence construction, such as Environmental Health & Safety (EH&S) mandates, government agency permit stipulations, and identifying long lead equipment & permits.

Assist Chief Construction Inspectors and Inspectors in initiating field surveys, subsurface evaluations, test pits, EH&S sampling, and coordinate as needed.
Review, alongside the construction project team, the complete 100% package (drawings and specifications) for constructability.
Support the review of Engineering estimates and final appropriations with the Construction Manager & project team.
Develop a high-level Construction Milestone schedule to be integrated into the overall project timeline and in support of project management.
Identify other entities that will influence construction activities; e.g., Construction Services, Transmission Operations, facilities, etc.

Formulate Bid Packages by confirming available funding and generating a funding request statement, creating special conditions that encompass schedule milestones, general contract stipulations, coordination required with internal/external stakeholders, & site logistics requirements.

Generate an oracle requisition, review the approved bidders list, provide bid documentation, conduct site visits, track and respond to Q/A's, and offer clarifications during the bidding process, conduct fact-finding meetings and pre-award discussions.

Conduct a project document turnover with the construction project team.
Assist and guide in submissions, RFIs, and issue resolution for clarification of bid and scope documentation.
Review modifications to contracts for funding, scope, and schedule impacts.
Develop and update contract cash flow with field representatives using performance statements.

Generate mid-month forecasts and month-end % completion of work to assist CCI in providing updates related to cost management and month-end accruals.

Develop and monitor forecasts versus actuals at the project level.
Review CWE with Project Managers, Construction Managers & Project Team.
Provide guidance on baseline schedules and weekly updates to field representatives.
Offer guidance to field representatives regarding closeout requirements, such as punch lists, permits, payments, commissioning, turnover, and lessons learned.
Attend user/customer and contractor meetings for critical activities and/or major scope changes.
Conduct purposeful and frequent site visits, job briefings, and document as required.
Verify craft reports and man hours are submitted by CCI.
Coordinate and conduct any field meetings necessary with governing agencies.
Act as a liaison to the public.
Periodically review and train on standard company procedures and policies.
As necessary, provide support for the Construction Manager and General Manager with other issues such as monitoring and tracking overall departmental performance (e.g., Key Performance Indicators - KPIs), metrics, departmental and executive level presentations, and other assigned tasks necessary for departmental success.

Assist the Construction Manager in reporting significant project activities and aid in evaluating audit reports and implementing recommendations.

Act as a subject matter expert on construction procedures or process improvement teams as required.

Establish effective communication channels with senior management of the organizations served by the department's construction activities to ensure shared objectives are achieved.

Assess team performance, assist in determining human and other resource needs, and provide input into the organization's budget, training, safety, and environmental plans and programs.

Responsible for supporting the career development of CCI's and Union personnel within the department.

Qualifications

Required Education/Experience

Bachelor's Degree and 3 years of field construction, construction management, project management, or site superintendent experience
or
Associate's Degree and 6 years of field construction, construction management, project management, or site superintendent experience
or
High School Diploma/GED and 8 years of field construction, construction management, project management, or site superintendent experience

Preferred Education/Experience

Bachelor's Degree in Engineering, Environmental Sciences, Construction Management, or Business Management and 3 years of field construction, construction management, project management, or site superintendent experience

Relevant Work Experience

Minimum construction work experience in various fields such as civil, electrical, gas, steam, HVAC, fire detection, remediation, etc. as stated above Required
Extensive knowledge, strong background, and subject matter expertise in Construction Management Required
Excellent organizational, interpersonal, and communication skills (verbal and written). Required
Experience in the review and implementation of contract specifications, drawings, scheduling, and planning Required
Experience and working knowledge of construction specifications and procedures Required
Knowledge/experience with environmental work, asbestos, lead, PCBs, soil remediation, etc. Required
Working knowledge of Construction operations software applications Preferred
Experience as a supervisor or manager. Preferred

Must work in inclement weather and adverse conditions (i.e., excessive heat, cold, noise, confined spaces).
Must travel to company locations to work on storm restoration and heat contingencies.
Must wear all necessary personal Protective Equipment (PPE), including fire retardant clothing and safety harness.

Must use their personal vehicles and transport, store, and secure company laptop computers and other job-related equipment in the vehicle.

Reimbursement for use of personal vehicle is available through the company mileage procedure.
Must be able and willing to travel within Company service territory, as needed.
Must be able to participate in the Company's emergency management processes and storm plans as required.
