POSITION OVERVIEW:


The City of Schertz is seeking a dedicated professional to oversee the Water/Wastewater Department. This role involves strategic planning, organization, and coordination of all departmental activities. The successful candidate will provide expert guidance to city management and engage regularly with various governmental agencies, city officials, and the community, necessitating a high degree of tact and diplomacy.


KEY RESPONSIBILITIES:

  • Develops and implements strategic plans for water and wastewater operations, ensuring alignment with the City’s mission and values.
  • Engages in the recruitment and selection process, fosters employee development, and evaluates staff performance.
  • Oversees the preparation and monitoring of departmental budgets, ensuring fiscal responsibility and adherence to approved financial plans.
  • Participates in ongoing professional development to stay current with industry best practices.
  • Addresses public inquiries and complaints regarding the condition of water and wastewater facilities.
  • Collaborates with the Director of Public Works to ensure all personnel receive necessary training to maintain operational proficiency.
  • Conducts briefings on departmental activities for other city departments.
  • Prepares and reviews various reports on departmental performance and activities.
  • Executes additional duties as required to ensure the effective operation of the department.
  • Monitors construction projects related to water and wastewater facilities, ensuring compliance with local codes and regulations.
  • Familiarizes with relevant city codes, regulations, and standards pertaining to water and wastewater management.
  • Advocates for safety and training initiatives within the department.
  • Performs other job-related tasks as necessary.

EDUCATIONAL AND EXPERIENCE REQUIREMENTS:

  • High School Diploma or GED; a Bachelor's degree is strongly preferred.
  • At least five years of experience in water, sewer, and stormwater operations, with a minimum of three years in a supervisory or management role within a Public Works context.

CERTIFICATIONS AND LICENSES REQUIRED:

  • Must possess a valid Texas Driver's License.
  • Must acquire a Class B Water Operator License and a Class III Wastewater Collection Operator License within the first year of employment.

ESSENTIAL KNOWLEDGE, SKILLS, AND ABILITIES:

  • Extensive knowledge of construction practices and materials relevant to water and wastewater infrastructure.
  • Proficient in interpreting plans and blueprints, as well as calculating material and labor requirements.
  • Exceptional verbal and written communication skills.
  • Familiarity with Microsoft Office Suite.
