Job Overview

Position Summary

The District Supervisor of Property Management will effectively implement and relay the organization's strategic vision across our diverse communities. This role requires a demonstrated history of overseeing a portfolio that includes Market Rate, Low-Income Housing, Affordable Housing, and Rural Development Properties. The ideal candidate will possess exceptional communication skills, a motivational approach, and a hands-on management style.

Key Responsibilities

  • Develop and oversee individual site business strategies, focusing on investment goals, compliance standards, marketing strategies, personnel management, asset quality, and financial objectives.
  • Maintain comprehensive oversight of all property management activities, including daily administrative and maintenance operations.
  • Design and execute leasing and marketing strategies, enhance resident relations, prepare budgets, and manage financial reporting while ensuring compliance with HUD regulations.
  • Recruit and manage all site personnel, including conducting initial screenings and interviews for administrative roles, building superintendents, and leasing staff, delegating tasks to trained site property managers as necessary.
  • Generate monthly financial variance analysis reports for review.
  • Address all resident inquiries and complaints promptly, professionally, and with sensitivity.
  • Supervise building security protocols, document incidents, and manage lease violation reports, ensuring proper communication with management and insurance providers when necessary.
  • Develop and implement preventive maintenance initiatives, establishing formal schedules and documentation.
  • Maximize economic rent levels through proactive rent management, outreach efforts, and resident retention strategies.
  • Discuss lease terms and rental agreements accurately, particularly concerning Project-Based Section 8 leases.
  • Oversee the vouchering process through TRACS, ensuring all related issues are resolved swiftly and efficiently.
  • Assess the overall strengths, weaknesses, and needs of each property within the portfolio.
  • Review and authorize all property expenditures, ensuring strict adherence to budgetary constraints.
  • Collaborate with Property Managers and Maintenance Supervisors to ensure timely readiness of apartments for market demands.
  • Manage property risk, uphold safety standards, and ensure liability protection for employees and residents.
  • Regularly review community budgets, analyze financial statements against budgets, and implement strategies or recommend adjustments to meet community goals.
  • Oversee maintenance operations within the portfolio, including capital improvements aligned with property strategies.
  • Authorize payroll, accounts payable, significant purchase orders, and expense reports.
  • Prepare for and facilitate REACS & MORS (HUD Audits).
  • Perform additional duties as assigned.

Qualifications

  • A minimum of 5 years of experience as a Regional or District Manager, with supervisory experience managing 6 or more Property Managers.
  • At least 5 years of experience with HUD, affordable housing, LITC, project-based section 8, and REAC/MOR audits.
  • Familiarity with one-site property management software is advantageous.
  • Experience in preparing annual budgets and analyzing financial variance reports is essential.
  • Ability to coach property managers and on-site staff to enhance resident experiences and deliver exceptional customer service.
  • Proven capability to address and resolve complex resident issues, collaborating with other departments as needed.
  • Maintain strong relationships with vendors.
  • Engage in local events and fairs to stay informed about industry trends and developments.
  • Act as a liaison between communities and Operations leadership to effectively communicate financial and operational performance.

  • Ability to work independently or collaboratively on special projects.
  • Strong teamwork skills, fostering relationships across various functional areas.
  • The physical demands of this role include standing, walking, sitting, using hands for tasks, reaching, climbing stairs, and occasionally lifting or moving up to 20 pounds.
