Job Overview

This role involves performing advanced hydrological, meteorological, and earth science tasks for the Texas Water Development Board's TexMesonet initiative, which manages a network of environmental observation stations throughout Texas. Established to gather critical data for monitoring weather phenomena and enhancing forecasts for severe weather, floods, and droughts, this program aims to improve public safety and agricultural efficiency. Responsibilities include overseeing field operations, including the setup, calibration, and upkeep of observation stations, and utilizing GIS tools for site assessment. Building collaborative relationships with landowners, contractors, and academic professionals is essential for effective station deployment and data collection. This position entails significant travel and includes leadership responsibilities during field activities, operating under minimal supervision while exercising independent judgment.

Key Responsibilities
  • Oversee the planning and execution of fieldwork related to the establishment and maintenance of environmental observation stations.
  • Act as the lead technician during field operations.
  • Construct and maintain structures for observation stations.
  • Prepare, calibrate, and troubleshoot meteorological and data collection equipment.
  • Analyze and validate hydrometeorological data from the TexMesonet and partner networks.
  • Conduct site evaluations for the installation of hydrometeorological stations.
  • Manage routine maintenance of operational vehicles and equipment.
  • Develop and enforce safety protocols for fieldwork.
  • Assist in maintaining the TexMesonet database.
  • Provide technical support for data logging systems.
  • Maintain accurate records and reports and assist in presenting technical findings.
  • Engage with external stakeholder groups, such as the TexMesonet Advisory Committee.
  • Safeguard confidential and sensitive information.
  • Ensure proper management of individual and team records in compliance with retention policies.
  • Maintain necessary certifications and pursue ongoing professional development.
  • May require operation of a vehicle for business purposes, including transporting equipment.
  • Work outdoors in varying weather conditions.
  • Occasional extended work hours, including early mornings, late nights, and weekends.
  • Travel requirements may reach up to 75% of the time.
  • Other duties as assigned.
Minimum Qualifications
  • Bachelor's degree from an accredited institution in Water Resources, Earth Sciences, Hydrology, Meteorology, or a related discipline.
  • Five years of relevant experience in environmental fieldwork related to meteorology or water resources.
  • Experience coordinating field operations in meteorology or water resource management.
  • Relevant education and experience may be considered on a year-for-year basis.
Preferred Qualifications
  • Graduate degree or progress towards one in Water Resources, Earth Sciences, Hydrology, Meteorology, or a related field.
  • Experience in designing and implementing electronic instrumentation systems.
  • Familiarity with Geographic Information Systems.
Knowledge, Skills, and Abilities
  • Understanding of local, state, and federal regulations applicable to the TexMesonet Department.
  • Familiarity with public administration principles and practices.
  • Knowledge of Texas water resources and earth sciences.
  • Proficiency in engineering and data analysis methodologies.
  • Understanding of mesonets and environmental observation networks.
  • Familiarity with electronic instrumentation and communication systems.
  • Knowledge of field safety practices.
  • Proficient in Microsoft Office Suite and GIS software.
  • Ability to analyze hydrological data effectively.
  • Strong problem-solving skills and ability to assess alternative solutions.
  • Ability to maintain schedules and adhere to procedures.
  • Capacity to make informed decisions and identify potential issues.
  • Ability to work independently and manage multiple tasks efficiently.
  • Strong communication skills for internal and external interactions.
