Position Overview: The incumbent serves as the primary technical authority for the development of effective solutions addressing unforeseen challenges impacting critical systems within the National Airspace System (NAS).

Key Responsibilities:

  • Act as a senior project manager or team leader for large-scale, complex initiatives.
  • Represent the Department of Transportation as a senior technical authority in significant agency projects, emerging technologies, and stakeholder concerns.
  • Establish and oversee program objectives and project plans, ensuring alignment with organizational policies.
  • Collaborate with various air traffic entities to manage the shutdown and restoration of facilities and services, safeguarding air traffic operations.
  • Resolve restoration issues promptly to minimize disruptions to the NAS.

Leadership and Innovation: Provide agency-wide leadership for intricate technical activities, employing innovative strategies to tackle persistent challenges. Maintain the authority to allocate necessary resources to fulfill the agency's mission effectively.

Operational Management: Integrate Operational Risk Management (ORM) into restoration and maintenance activities, ensuring comprehensive involvement of all service users in ORM planning.

Technical Expertise: The incumbent is recognized as a technical expert within the FAA for a designated system or specialty area, making authoritative decisions that support the agency's objectives and the safe operation of the NAS.

Additional Duties: Formulate and recommend organizational positions on major agency activities to senior management. Develop plans and policies to address current and anticipated challenges.

Qualifications: Candidates must demonstrate extensive knowledge and experience in technology system interrelationships within the NAS, particularly in managing civilian or military automated aviation systems.

Conditions of Employment: U.S. Citizenship is required, along with a valid driver's license. Selective Service Registration is mandatory for males born after December 31, 1959. This position may require a background investigation and a probationary period.
