Position Overview: The incumbent is acknowledged as the primary technical authority responsible for devising effective solutions for unforeseen challenges impacting critical systems within the National Airspace System (NAS).
Key Responsibilities:
- Act as a senior project manager or team leader for large-scale, intricate work initiatives.
- Serve as the FAA's senior technical representative for significant Agency projects, emerging technologies, and stakeholder concerns.
- Establish and oversee program objectives and formulate comprehensive project plans.
- Interpret and recommend modifications to ensure adherence to organizational policies and objectives.
- Identify, acquire, allocate, and monitor resources essential for executing extensive work activities.
Collaborate with high-level internal and external stakeholders to resolve complex issues, ensuring the integrity of the NAS. Coordinate with various air traffic entities to manage the shutdown and restoration of facilities, systems, and services, minimizing disruptions to air traffic operations.
Problem Resolution: Quickly address restoration challenges with minimal impact on the NAS. Provide Agency-wide leadership for highly complex technical activities, employing innovative concepts to tackle problems that have resisted previous solutions.
Maintain the authority to allocate necessary resources to fulfill the agency's mission. Develop creative strategies to achieve organizational goals and optimize resource utilization. Work autonomously, analyzing nationwide trend data to formulate viable solutions for sustaining the NAS. Stay informed about technological advancements and new systems being implemented.
Recommendations and Procedures: Offer strategic advice to senior management for system enhancements and air traffic operations. Create Standard Operating Procedures (SOP) for local implementation, particularly concerning emergency and safety situations at assigned facilities.
The incumbent holds the responsibility for timely reporting of NAS information that may impact operations, contributing to situational awareness.
Operational Risk Management: Integrate Operational Risk Management (ORM) into restoration and scheduled maintenance activities, ensuring all stakeholders are engaged in ORM planning and implementation.
Management Representation: Act as management's representative during non-administrative hours, formulating and advising on organizational stances regarding major Agency activities to senior leadership.
Technical Expertise: Technical decisions made by the incumbent are regarded as authoritative within their area of expertise, establishing them as a technical expert within the FAA for assigned systems or specialty areas.
This role directly supports the agency's objectives and the safe, continuous operation of the NAS. Engage with both internal and external contacts to formulate and recommend organizational positions on significant agency activities.
Qualifications: Candidates must demonstrate experience at a level commensurate with the responsibilities of the position. Experience should reflect extensive knowledge of technology system interrelationships within the NAS, as well as management of civilian or military automated aviation, navigation, or electronic systems.
Education cannot substitute for experience in this role. Ensure your resume includes detailed information supporting your qualifications.
Additional Information: This position may be subject to a background investigation. A one-year probationary period may be required. The selected candidate may need to file a financial disclosure statement within 30 days of assuming the role.
