Position Overview:

The Health Empowerment Counselor is responsible for delivering all testing and phlebotomy services related to HIV, HCV, and STIs for clients referred to GLIDE's Harm Reduction Program. This role entails conducting outreach, providing testing services, offering one-on-one risk reduction counseling, delivering sexual health education, facilitating group sessions, and making referrals to healthcare and social support services.

The Health Empowerment Counselor should possess an understanding of how trauma and social determinants of health influence client and community engagement and overall wellness. This position provides essential support to individuals with a history of substance use and co-occurring disorders who require immediate access to harm reduction supplies, health services, and additional support. The role involves direct interaction with diverse, high-risk individuals with complex needs and requires substantial community outreach, including street and neighborhood engagement where potential and/or current clients may reside. Regular and predictable on-site attendance is essential.

Key Responsibilities:
  • Deliver risk reduction counseling, risk assessments, and disclosure sessions for individuals seeking confidential HIV/HCV/STI testing.
  • Establish rapport, provide supportive counseling, and address barriers that hinder client access to primary medical care and HIV/HCV-specific services.
  • Conduct STI testing: collect appropriate samples, submit accurate lab requisitions to partner laboratories, and document test results.
  • Perform HIV/HCV testing: collect blood samples, execute rapid tests, manage external controls, and maintain accurate records.
  • Assess treatment readiness for HIV/HCV with eligible clients and provide educational support to at-risk individuals.
  • Regularly perform blood draws for STI testing and RNA confirmatory testing for clients with reactive results.
  • Process specimens and prepare samples for transport to off-site laboratories.
  • Organize and store samples in compliance with safety protocols and maintain sample integrity.
  • Educate and empower clients to make informed decisions regarding their health and wellness goals.
  • Provide referrals to clients as necessary.
  • Engage in street and community outreach in locations where clients gather or reside to deliver testing services.
  • Document and maintain client records in accordance with state and federal privacy regulations.
  • Complete monthly documentation of testing services, activity reports, and other relevant data.
  • Participate in internal meetings, training sessions, and coordination meetings related to service delivery.
  • Adhere to professional standards and ethical practices in all interactions.
  • Comply with all laws and regulations regarding confidentiality and protective services.
  • Assist the Testing Manager in promoting testing services and health education initiatives.
  • Support other Harm Reduction Program activities, including syringe access services and community outreach events.
Qualifications:
  • 1-2 years of relevant experience in HIV/HCV/STI prevention education and/or testing, or an equivalent combination of education and experience.
  • Understanding of Harm Reduction as a public health model and its application in practice.
  • Familiarity with social determinants of health and their impact on marginalized populations.
  • Experience in venue-based and street-based testing environments.
  • Experience providing harm reduction interventions to individuals with substance use histories.
  • Ability to work effectively with diverse populations across various identities and backgrounds.
  • Knowledge of motivational interviewing techniques and health education principles.
  • Comfortable working in environments with potential exposure to bloodborne pathogens.
  • Demonstrated ability to collaborate within a large integrated team.
  • Ability to work independently in a dynamic environment while exercising sound judgment.
  • Strong attention to detail and adaptability to changing circumstances.
  • Exhibit cultural humility and the ability to work across diverse cultures.
  • Valid California Driver's license in good standing is preferred.
Preferred Experience and Skills:
  • Experience facilitating mobile testing and health access events.
  • Bachelor's degree in public health or a related field, or equivalent experience.
  • Certification as a Rapid HIV/HCV Testing Counselor or Licensed Phlebotomist is preferred.
Certificates, Licenses, and Registrations:
  • CA Rapid HIV/HCV Test Counselor certification is strongly preferred (can be obtained within the first 6 months).
  • Licensed Phlebotomist is preferred or willingness to pursue training and licensure.
