Position Summary

The Senior Project Manager will report to the WorkSource Services Program Manager and collaborate with other project managers, the SNAP team, and external partners. This role involves leading multiple projects, particularly focusing on the SNAP program. Key responsibilities include managing contracts, nurturing relationships, providing training and technical support, overseeing grants, and developing complex budgets.

Key Responsibilities:

  • Oversee the annual SNAP 50/50 grant in collaboration with ODHS.
  • Deliver training and technical assistance to workforce service providers regarding tracking outcomes, grant stipulations, permissible activities, and program reporting.
  • Prepare and submit the annual grant application and budget, including substantial supporting documentation.
  • Draft and revise annual contract Statements of Work for SNAP services.
  • Monitor provider budget expenditures and ensure compliance with SNAP regulations.
  • Design and implement workforce development programs, policies, and procedures.
  • Manage contracts and budgets effectively.
  • Communicate program objectives to a diverse range of stakeholders and convene partners to achieve desired results.
  • Maintain relationships with key stakeholders, including educational institutions, community organizations, government agencies, funders, and industry partners.
  • Provide technical assistance to contractors to ensure performance outcomes are met, while monitoring budgets and analyzing participant data to produce quarterly reports.
  • Interpret and implement complex policy and regulatory guidelines.
  • Assess performance data to identify strengths and weaknesses in programs and recommend improvements.
  • Identify and seek workforce development and training resources.
  • Ensure contracts meet legal, fiscal, and program requirements through monitoring and evaluation.
  • Serve as a subject matter expert for assigned populations or industry sectors.
  • Participate in the procurement process to select qualified contractors.
  • Conduct research and analyze labor market information and community needs to enhance the workforce development system.
  • Represent Worksystems in external committees and organizations.
  • Prepare reports and presentations for various audiences regarding workforce initiatives and outcomes.
  • Collaborate proactively with businesses and community organizations to enhance the workforce development system.
  • Perform additional duties as assigned.

Initial Goals:

  • Gain a comprehensive understanding of Worksystems' workforce development framework and partner network.
  • Establish trust with key stakeholders.
  • Engage in cross-functional SNAP team meetings and shadow the previous SNAP Lead to learn about reporting standards.
