Are you passionate about enhancing the lives of children and families? As a Child Welfare Education Specialist (Social Services Specialist III), you will join a dedicated team focused on equipping new professionals with the skills necessary for effective practice in child welfare. The Children, Youth and Families (CYF) Division within the Department of Family Services (DFS) is looking for a full-time Child Welfare Education Specialist to deliver training, facilitate discussions, and provide coaching to new child welfare professionals as part of our Child Welfare Institute (CWI) Onboarding Academy. The Onboarding Academy will take place in-person several times throughout the year.
This role is based in the Fairfax office, with occasional travel required to regional offices.
You will contribute by:
- Providing training based on established curricula for the CWI Onboarding Academy
Facilitating Learning Circles to enhance understanding of clinical practices - Coaching new professionals during simulation exercises to aid skill enhancement
Collaborating with unit supervisors to support the growth of new practitioners - Working alongside other CWI support and training staff to create a cohesive experience for all participants
- Integrating the Safe & Connected practice model throughout CYF
- Proven experience in delivering both classroom and online training
- Strong facilitation skills for group settings
- Expertise in coaching individuals to enhance their skills and performance
- Background in child welfare, particularly in Child Protective Services
- Familiarity with the Safe & Connected practice model
- Clear and concise communication skills, both verbal and written
- Critical thinking abilities and the capacity to work independently as well as collaboratively
- Proficiency in using automated technology
- Excellent listening, creative problem-solving, and decision-making skills
- Strong organizational skills to manage work while adapting to changing priorities

Illustrative Duties

Contributes to the development of protocols, policies, procedures, grants, and contracts for social services programs;
Manages service contracts and directs other contract-related functions;
Assists supervisors in planning and executing training for new staff, providing guidance; may supervise staff directly and cover for supervisors in their absence;
Serves as a policy expert in a specialized area of social work;
Coordinates or oversees daily activities of programs or projects, including staff supervision and administrative functions;
Conducts comprehensive clinical assessments and prepares service plans;
Works with clients to develop service plans addressing social, health, emotional, and economic needs;
Conducts home visits for monitoring, counseling, and supervision;
Provides timely crisis intervention for clients or families in distress;
Conducts mediation services for families in conflict;
Investigates allegations of abuse and neglect;
Makes risk assessments in accordance with policies;
Performs emergency removal of children when necessary;
Represents the agency in court proceedings; prepares and delivers testimony;
Interviews and counsels various stakeholders involved in foster care and adoption;
Evaluates readiness for placement and recommends suitable options;
Conducts family home studies for placement evaluations;
Evaluates and trains foster and adoptive parents;
Collaborates with the community to identify and coordinate services for families;
Advocates for families in obtaining necessary services;
Communicates effectively with colleagues, clients, and the community;
Participates in interagency teams and community groups;
Assesses eligibility for funding;
Participates in Comprehensive Services Act activities;
Provides training on various social work topics;
Recruits and manages volunteers;
Maintains case data and records using automated technology;
Manages program data and outcomes.

Thorough knowledge of social work principles and practices;
Understanding of current social service challenges and methods to address them;
Knowledge of regulations related to social service specialization;

MINIMUM QUALIFICATIONS:
Graduation from an accredited four-year college or university with a bachelor's degree, plus three years of professional social work experience. A master's degree in a related field may substitute for one year of required experience.
CERTIFICATES AND LICENSES REQUIRED:
Valid driver's license.
NECESSARY SPECIAL REQUIREMENTS:
The appointee must complete a criminal background check, driving record check, and a Child Protective Services check.
This position is considered essential personnel and may require reporting to work during designated emergencies.
PREFERRED QUALIFICATIONS:
- Master's degree in social work (MSW) or a related human services degree.
- Experience in child protective investigations and family preservation services
- Experience in delivering training
- Experience in providing guidance to child welfare practitioners
Work involves tasks with risks of secondary traumatic stress. Ability to navigate and make decisions in stressful situations. Mobility to travel to regional offices. Ability to communicate effectively, both orally and in writing. Ability to use automated technology. All duties performed with or without reasonable accommodations.
