This role is integral to the Division of Public Assistance & Employment Services. The Department of Family Services (DFS) is dedicated to enhancing the welfare of its diverse community by safeguarding and enriching the lives of all children, adults, and families through support, collaboration, advocacy, outreach, and high-quality services.
Position Overview:
This position involves conducting thorough evaluations of medical and financial requirements. Responsibilities include performing detailed phone interviews, assisting in the collection of essential information, facilitating appropriate referrals, and determining both initial and ongoing eligibility for various federal and state programs, including the Supplemental Nutrition Assistance Program (SNAP), Medicaid, Temporary Assistance for Needy Families (TANF), General Relief, and Refugee Cash Assistance.
Additionally, the role requires the application, explanation, and interpretation of complex federal, state, and local regulations to clients, service providers, and the public. The specialist will collaborate with clients to gather necessary information for eligibility establishment, all while managing a fast-paced environment characterized by multiple deadlines and high caseloads.
Key Responsibilities:
1. Maintain up-to-date knowledge of public assistance and employment policies and apply them effectively.
2. Conduct in-depth client interviews to assess and reassess eligibility for financial and medical assistance programs.
3. Perform client needs assessments to facilitate appropriate service referrals.
4. Compile and maintain accurate data and documentation to support eligibility decisions.
5. Ensure timely processing of applications to meet client needs and program requirements.
6. Authorize public assistance based on client circumstances and program criteria.
7. Utilize various automated systems to document, verify information, and generate reports.
Required Knowledge, Skills, and Abilities:
- Understanding of human behavior and social issues.
- Familiarity with complex laws governing public assistance and welfare reform.
- Ability to interpret and apply intricate program policies.
- Strong communication skills, both verbal and written.
- Proficiency in managing workloads to meet deadlines.
- Competence in using technology for case management.
- Capacity to maintain effective relationships with clients and colleagues.
Minimum Qualifications:
Graduation from an accredited four-year college or university with a bachelor's degree, plus one year of professional experience in human services or a related field.
Preferred Qualifications:
- Bachelor's degree.
- Experience with eligibility determination for Medicaid, SNAP, and other public assistance programs.
- Proficiency in Virginia state systems and Microsoft Office applications.
Special Requirements:
The selected candidate must successfully complete a criminal background check and a Child Protective Services Registry check.
