Position Overview

The City of Richmond, Department of Planning and Development Review, is in search of a skilled professional for the role of Plans Examiner - Mechanical. This role involves the assessment and evaluation of plans, specifications, and documentation submitted by contractors, engineers, and applicants to ensure compliance with established codes. The examiner will provide guidance to applicants regarding necessary modifications to drawings to meet applicable standards.
Key Responsibilities
  • Reviewing plans submitted by contractors, engineers, and applicants for adherence to building construction codes adopted into the Virginia Uniform Statewide Building Code (VUSBC);
  • Interpreting plans to ascertain compliance with the Virginia Uniform Statewide Building Code (VUSBC) and determining if proposed construction aligns with applicable regulations;
  • Engaging with engineers, owners, and contractors to communicate review outcomes;
  • Drafting letters and reports detailing the results of plan examinations and outlining procedures to expedite permit processing; coordinating with other departments to ensure timely reviews;
  • Advising owners, contractors, and engineers through various communication methods regarding compliance with the Virginia Uniform Statewide Building Code (VUSBC);
  • Guiding applicants on necessary changes to drawings to ensure compliance with the Virginia Uniform Statewide Building Code (VUSBC);
  • Preparing documentation for straightforward projects based on verbal descriptions from permit applicants;
  • Coordinating permit processing activities with other City Departments to maintain project timelines;
  • Evaluating systems in buildings slated for renovation and providing detailed reports identifying areas needing correction to comply with codes for new usage;
  • Demonstrating substantial technical knowledge of requirements, regulations, and practices related to high-rise and industrial building construction;
  • Inspecting large and complex projects, including high-rise buildings and industrial complexes;
  • Reading and comprehending technical construction drawings while performing moderate physical activities at outdoor construction sites;
  • Carrying out additional duties as required to support the objectives of City Council, the Department of Planning and Development Review, and the Bureau of Permits and Inspections.

This position is classified as essential, meaning the incumbent is required to work during public emergencies, critical or hazardous conditions, or inclement weather.

Qualifications, Certifications, and Licenses

Knowledge, Skills, and Abilities
  • Familiarity with federal, state, and local building codes;
  • Understanding of construction materials and practices;
  • Knowledge of engineering and design standards and building construction techniques;
  • Proficiency in computer applications, including Microsoft Office Suite;
  • Strong oral and written communication skills;
  • Aptitude for interacting with engineers, contractors, and owners to resolve inquiries or discrepancies.
Minimum Training and Experience:
  • Bachelor's degree in engineering, building construction, or a related field;
  • One year of experience in inspection and plan review;
  • An equivalent combination of training and experience may be considered to meet the minimum qualifications.
Licensing and Certifications:
  • Mechanical Plans Examiner, Mechanical & Fuel Gas Inspection.
Environmental Hazards:

Working conditions may involve travel to various locations, exposure to hazardous physical conditions, and atmospheric conditions such as fumes, dust, and poor ventilation.

Physical Requirements:

Incumbents must be capable of performing detailed work on multiple tasks with frequent interruptions and under time constraints. The role requires regular visual and auditory engagement, as well as the ability to perform physical activities such as balancing, walking, and lifting light objects.
