Job Overview:

CPS Heightened Monitoring Supervisor II

This role entails overseeing caseworkers engaged in safety assessments at various facilities throughout the state.

The supervisor will ensure that all mandated face-to-face evaluations at facilities with placement holds are carried out by caseworkers in accordance with the established monitoring agreements.

The supervisor will also ensure that caseworkers are conducting interviews with children during these visits to verify that their health and safety needs are being met.

Additionally, the supervisor will collaborate with staff to formulate safety plans addressing any urgent needs identified during visits. Accurate documentation of visits on IMPACT/CLASS is a critical responsibility of this position.


The supervisor is expected to travel alongside and oversee caseworkers.

This position requires regular interaction with DFPS personnel, CPS Field staff, and various licensing and investigative bodies.

The supervisor frequently provides professional guidance, conducts reviews and critiques of work, leads collaborative efforts, and offers consultation and technical support to staff regarding program policies and procedures.


Travel requirements are approximately 50 percent of the time.

This position may be located in any region of the state, depending on the qualifications of the candidate and office availability.

The role involves routine interaction with all internal and external stakeholders related to assignments, including DFPS State Office staff from various divisions and regional personnel at all levels.

Represents the CPS Program at meetings, conferences, workgroups, and other professional gatherings. Operates with minimal supervision, exercising considerable initiative and independent judgment. Performs additional duties as assigned.

Key Responsibilities:
Oversees and develops caseworkers to ensure the provision of services that safeguard children's health and safety.

This includes managing and developing staff through training, field assessments, data analysis, individual meetings, team gatherings, and review of documentation.


Must possess a thorough understanding of program policies and procedures to effectively guide staff.

Cultivates and maintains productive working relationships among caseworkers, DFPS staff, and various licensing and investigative entities.


Makes informed decisions regarding the implementation of safety plans to address the health and safety requirements of children in facilities.

Performs additional duties as necessary to sustain unit operations.

Promotes and ensures respect for cultural diversity within the workplace.

Regular attendance in accordance with agency leave policies is expected.

Possesses general knowledge of DFPS Residential Child Care Contract requirements.

Familiarity with Residential Child Care Licensing Minimum Standards for General Residential Operations and Child Placing Agencies, as well as monitoring practices, is essential.


Ability to research and compose administrative reports.

Proficient in Microsoft Software, IMPACT 1.0, IMPACT 2.0, Excel, and CLASS.

Capable of applying critical and analytical thinking to problem-solving.

Ability to assimilate new information effectively and swiftly.

Ability to foster working relationships with both internal and external stakeholders.

Competent in planning, organizing, and facilitating meetings and workgroups for ongoing program operations.

Required Knowledge, Skills, and Abilities:

Knowledge of Child Protective Services policies and procedures.
Familiarity with Texas Family Code.
Skill in establishing and maintaining effective working relationships.
Proficient in team development.
Strong verbal and written communication skills.
Ability to work collaboratively with CPS staff, SSCC partners, legal representatives, and community members.
Proficient in computer operations.
Ability to collaborate effectively with other professionals in the community.
Ability to work efficiently with minimal supervision.
Willingness to travel statewide for extended periods.
