Job Overview:

CPS Heightened Monitoring Supervisor II

This role is pivotal in overseeing caseworkers engaged in safety assessments across various facilities statewide.

The supervisor will ensure that all required face-to-face evaluations at facilities with placement holds are executed by the caseworkers in accordance with established monitoring agreements.

In addition, the supervisor will facilitate interviews with children during visits to confirm that their health and safety needs are adequately addressed.

Collaboration with staff to formulate safety plans for any immediate concerns identified during visits is a key responsibility. The supervisor will also ensure that all visits are accurately recorded in compliance with policy guidelines.


Travel is expected to constitute approximately 50% of the role.


This position may be based in any region and will be filled by the most qualified candidate based on office availability.

Regular interaction with internal and external stakeholders, including various divisions within the Texas Department of Family and Protective Services (DFPS), is essential.

Representing the CPS Program at meetings, conferences, and workgroups is also a critical aspect of this role. The supervisor will operate with minimal oversight, exercising significant initiative and independent judgment.


Key Responsibilities:

- Oversee and mentor HM staff to ensure the provision of services that safeguard children's health and safety.

- Conduct training, field visits, and performance reviews to support staff development.

- Interpret and communicate program policies and procedures effectively to HM staff.

- Foster strong working relationships among HM staff, DFPS personnel, and other relevant agencies.

- Make informed decisions regarding the implementation of safety plans to meet children's needs.

- Execute additional duties as required to maintain operational efficiency.


- Promote and ensure respect for cultural diversity within the workplace.


- Maintain regular attendance in accordance with agency policies.


- Possess a general understanding of DFPS Residential Child Care Contract requirements and relevant licensing standards.

- Demonstrate proficiency in Microsoft Office applications, including Excel, and in systems such as IMPACT and CLASS.


- Exhibit strong analytical and problem-solving skills.

- Develop and maintain effective relationships with both internal and external stakeholders.


- Organize and facilitate meetings and workgroups for ongoing program operations.


- Effectively manage multiple responsibilities while meeting deadlines.


Required Skills and Qualifications:

- In-depth knowledge of Child Protective Services policies and procedures.

- Familiarity with the Texas Family Code.

- Strong interpersonal skills for establishing and maintaining effective working relationships.

- Proven ability to work independently and efficiently with minimal supervision.

- Willingness to travel statewide as necessary.

- Excellent verbal and written communication skills.


- Capacity to prioritize tasks and manage competing responsibilities effectively.


- Ability to collaborate with community professionals and stakeholders.
