Job Summary

This position is assigned to the FFG PMO team under the Change Program Manager and is responsible for managing and supervising change orders that are assigned.

Key Responsibilities
  • Manage and supervise change orders assigned to the FFG PMO team.
  • Provide technical leadership to a cross-functional team in determining the technical requirements of a Change Request (CR), Engineering Change Proposal (ECP), or contract modification with reference to the baseline configuration.
  • Determine the configuration items affected, effects on performance allocations and interfaces, impacts to manning/training, software/hardware upgrades, integrated logistics support and spares, and determine trade-offs and/or alternative solutions.
  • Ensure that the proposed change accurately captures impacts to manufacturing and identify the correct point of insertion in accordance with the Integrated Master Schedule.
  • Enforce deadlines across the change team and ensure ECP packages are submitted on time and responses to customer questions are timely.
  • Lead the PMO Change team in compiling ECP packages - filling out DD-1692s (ECPs) and DD-1695s (Notices of Revision).
  • Establish regular project staff meetings and help ensure the change proposal gets administered through the required technical boards.
  • Represent PMO at internal change coordination meetings and external change meetings with the customer.
  • Meet with FMM supply chain, and understand vendor equities in the proposed change. Ensure that contract modification requirements are understood by the supply chain and the implementation timeline is achieved.
Requirements
  • Bachelor's Degree in Engineering plus a minimum of 5 years of broad-based ship design experience (or exhibit the Engineering Experience associated with a technical background commensurate with a ship design project).
  • Minimum of 5 years of supervisory or management experience.
  • Strong customer service and negotiation skills.
  • Sub-contract vendor relation skills.
  • Successful problem resolution skills.
  • Ability to read/analyze program metrics.
  • Cost, schedule, and project management skills.
  • Understanding of risk/opportunity management.
  • Familiarity with change and configuration management.
  • Experience in integrated logistics support and maintenance processes.
  • Strong Microsoft Office Suites computer skills, specifically MS Excel and MS Powerpoint.
  • Strong organizational and time management skills.
  • Ability to maintain a professional demeanor.
  • Effective written and verbal communication skills.
  • Ability to maintain confidentiality.
