Job Summary

The Urban Redevelopment Authority of Pittsburgh is seeking a highly skilled Real Estate Portfolio Manager to join our team. As a key member of our organization, you will be responsible for ensuring the effective management and maintenance of our real estate portfolio.

Key Responsibilities
  • Negotiate and manage mid- to long-term leases and license agreements, ensuring compliance with relevant codes and contracts.
  • Explore opportunities to utilize our real estate portfolio for revenue generation.
  • Coordinate the maintenance of our real property portfolio to a high standard, including managing contracts with service providers.
  • Lead negotiations and manage third-party property management contracts.
  • Coordinate with our Quality Control & Inspection Department to ensure inventory is maintained to applicable codes and standards, and within approved budgets.
  • Support the transaction team in acquiring and disposing of real property, and communicate relevant information with partners and stakeholders.
  • Oversee the pre-acquisition due diligence process, including information gathering, site inspection, and reports.
  • Manage internal funding sources and budgets.
  • Coordinate with Quality Control and Inspections and Finance to ensure utility, tax, insurance, and other property expenses are paid.
  • Participate in site visits with developers, current or prospective property owners and tenants, and realtors.
  • Coordinate property consolidations and subdivisions.
  • Field inquiries about publicly owned properties.
  • Maintain working relationships with relevant City and County departments and agencies.
  • Attend meetings and planning sessions to support understanding of our real property portfolio and engage community stakeholders.
  • Participate in internal project meetings regarding projects where the sale or lease of URA property may be contemplated.
  • Issue and manage procurement processes for related professional services.
  • Manage the URA's LandCare program, including overseeing contracts and coordinating with other public agencies.
  • Maintain up-to-date rent roll and license database, and track spending on major properties.
  • Prepare documents, including requests for proposals, leases, and licenses.
  • Implement process improvements.
  • Participate in meetings of the Asset Management and Property Inquiry Review committees.
  • Manage relevant external coordination meetings with other public agencies.
  • Oversee the digital property inventory file as it pertains to property leasing, licensing, and maintenance.
  • Prepare and update Standard Operating Procedures related to URA's real property inventory.
Requirements and Qualifications
  • Bachelor's Degree in Real Estate, Business, Public Administration, Urban Planning, or a related field.
  • Five years of real estate, asset management, or development experience.
  • Knowledge of real estate principles and practices, including identifying and analyzing trends.
  • Attention to detail; strong writing and communication skills; expertise in Excel.
  • Experience in property management.
  • Experience with negotiating real estate transactions and related agreements, as well as direct experience with deeds, easements, and other real estate contracts.
  • Willingness and aptitude to master applicable software programs, including ePropertyPlus, NetSuite.

Physical Requirements
  • Ability to safely and successfully perform the essential job functions consistent with the ADA, including travel to County and City offices.
