Position Overview:


The University Corporation for Atmospheric Research (UCAR) is pleased to present an opportunity for the role of Financial Analyst within the Business Shared Services (BSS) division.

This role entails (1) delivering high-level financial analysis and managing the lifecycle of designated award portfolios, which may encompass cooperative agreements, grants, and contracts, (2) executing comprehensive budget formulation, forecasting, analysis, and cost management, alongside the preparation of financial documentation and reports for both internal and external stakeholders, and (3) collaborating with program personnel on financial and administrative matters related to proposals.

The successful candidate will engage closely with the Scientific Partner and Service Center's (SPS) Cooperative Programs for the Advancement of Earth System Science's (CPAESS) Business Office, ensuring adherence to federal sponsor and award stipulations.

Ideal applicants will exhibit a profound understanding and application of institutional regulations, federal and sponsor guidelines, OMB Uniform Guidance, accepted cost principles, and audit standards.

Key Responsibilities:

Award and Financial Management:

Oversee and coordinate the lifecycle of direct awards (cooperative agreements, grants, contracts), including administrative actions and programmatic reporting in collaboration with CPAESS leadership.

Utilize UCAR financial and business systems to forecast, monitor, and reconcile awards, ensuring data integrity and compliance.

Conduct monthly account monitoring, including tracking, reconciling, and projecting expenses and staff allocations within the assigned award portfolio.

Identify discrepancies and execute necessary journal entries or budget reallocations.

Design and implement regular and ad hoc reviews and analyses of award portfolios to ensure compliance with UCAR policies, federal and sponsor requirements, OMB Uniform Guidance, and audit standards.

Proactively identify issues and formulate data-informed recommendations.

Prepare financial reports for sponsors and CPAESS leadership, delivering detailed financial analyses to monitor award activity and ensure alignment with accepted cost principles.

Proposals, Data Management, & Analysis:

Act as the primary proposal administrator, collaborating with Principal Investigators to establish proposal timelines, roles, and responsibilities, and leading the development of budgets and narratives.

Coordinate the BSS team on supporting documents, partnering with the Proposal Office and Contracts as necessary, ensuring proposal compliance with sponsor requirements.

Manage proposal data within UCAR business systems and sponsor platforms.

Develop and execute reporting for monthly, quarterly, and year-end statistics and trends, ensuring consistency and accuracy in data usage.

Contribute to the development and implementation of data tracking and analysis to enhance statistical reporting processes.

Liaison to Federal Stakeholders:

Provide expertise to federal stakeholders on award allowability and compliance, offering guidance within the assigned portfolio.

Track and coordinate sponsor inquiries and requests concerning the assigned award portfolio, ensuring efficient handling and response.

Prepare budgets and projections as per sponsor requests and deliver regular and ad hoc budget reports and analyses.


Qualifications:
Education & Experience:
Bachelor's degree in a relevant field;
5 years of related experience; or an equivalent combination of education and experience that qualifies the individual to perform the duties as described (e.g., a Master's degree in a relevant field and 3 years of related experience).
Knowledge, Skills, and Abilities:
Advanced skills in proposal/budget preparation and submission via federal and organizational platforms.
Expertise in budget development and analysis, cost control, and statistical development.
Proficient in financial analysis, including the use of spreadsheet applications for status reporting.

Intermediate knowledge of government award requirements (cooperative agreements, grants, and contracts), including OMB Uniform Administrative Guidance.

Excellent communication skills, both oral and written, with the ability to simplify complex information.

Discretion in handling confidential information.
Ability to work independently and collaboratively within a team.
Ability to identify information sources for problem-solving and anticipate organizational challenges.
