ASRC Federal Broadleaf Division is seeking a Senior Program Manager/Sr. Management Analyst to provide critical support in Washington, DC.

KEY RESPONSIBILITIES:

  • Deliver expert analysis and enhancement assistance to facilitate the ADFO in overseeing the Zone.
  • Evaluate program performance and propose recommendations to aid in implementation, conduct data analysis, performance assessments, and trend evaluations, ensuring data integrity and operational system management.
  • Assess the operational effectiveness and appropriateness of FPS programs, divisions, and systems through testing methods aimed at identifying defects, gaps, and risks, measuring output adequacy, and evaluating operational reliability.
  • Formulate recommendations to mitigate risks, close gaps, and enhance overall efficiency.
  • Assist in the rollout of new processes, programs, and systems, along with national coordination initiatives.
  • Support the establishment of quality management systems to enable ISO 9000 certification.
  • Enhance decision-making capabilities through the integration of business intelligence within FPS.
  • Facilitate the identification and collection of key performance indicators for ongoing monitoring of operational effectiveness.
  • Drive efficiencies and process improvements based on insights derived from performance indicators and operational data.
  • Review existing data availability within FPS and assess the frequency and methods of collection.
  • Advise on and assist in the implementation of new data collection methodologies to expand and consolidate data requirements and analytical capabilities.
  • Promote capacity building within divisions and programs.
  • This role is accountable for all contractor work performed under this SOW, ensuring availability to the COR for discussions or technical problem resolutions.
  • Develop and execute a project management plan outlining key activities, events, and documentation necessary for project execution.
  • Organize, direct, and manage contract staff to fulfill all contractual obligations, meet quality standards, and achieve performance expectations.
  • Prepare comprehensive reports (briefings, white papers, decision papers, and memoranda) on business process enhancements and activities to ensure effective integration into FPS operations.
  • Provide the Business Operations Manager with a monthly Project Plan of Action and Milestones (POA&M) detailing the status of specified activities.

WORK ENVIRONMENT:

  • Normal Office Environment.

COMPENSATION:

This position offers a competitive salary range of $121,000 to $182,310, based on experience, seniority, geographic location, and other legally permissible factors. Benefits may include healthcare, dental, vision, life insurance, 401(k), education assistance, and paid time off, including PTO, holidays, and any other paid leave required by law.

BASIC QUALIFICATIONS:

  • Ten (10) years of relevant experience.
  • Experience with Financial Management Systems (FMS).

DESIRED SKILLS:

  • Experience in business process improvement.
  • Change management expertise.
  • Strong analytical skills.
  • Project management experience.
  • Proficient writing skills.

EDUCATION:

  • Master's Degree.

CLEARANCE LEVEL:

  • DHS suitability check.
