Senior Program Manager

ASRC Federal Broadleaf Division is seeking a Senior Program Manager/Sr. Management Analyst to contribute to our operations in Washington, DC.
KEY RESPONSIBILITIES:
- Deliver expert evaluation and enhancement support to aid the ADFO in overseeing the Zone.
- Assess program performance and provide recommendations to facilitate implementation, conduct data analysis, performance metrics, and trend evaluations, and maintain data integrity and operational systems.
- Examine the operational effectiveness and appropriateness of FPS programs, divisions, and systems through testing methods aimed at identifying defects, risks, and measuring output adequacy.
- Formulate recommendations to mitigate risks, address gaps, and enhance overall efficiency.
- Assist in the rollout of new processes, programs, and systems while supporting national coordination initiatives.
- Facilitate the implementation of quality management systems to establish ISO 9000 certified processes.
- Enhance decision-making through the integration of business intelligence within FPS.
- Support the identification and collection of key performance indicators for regular monitoring of operational effectiveness.
- Drive efficiencies and process improvements based on insights derived from performance indicators and operational data.
- Review existing data availability and the frequency and methods of collection.
- Recommend and assist in the adoption of new data collection methodologies to expand and consolidate data requirements and analytical capabilities.
- Promote capacity building within divisions and programs.
- This role encompasses oversight of all contractor work performed under this SOW. The Program Manager will be accessible to the COR during established working hours and will respond to email inquiries regarding technical issues within 24 hours.
- Develop and execute a project management plan that outlines critical activities, events, and documentation necessary for project success.
- Organize, direct, and manage contract staff to ensure fulfillment of all contractual obligations, adherence to quality standards, and achievement of performance expectations.
- Prepare comprehensive reports (including briefings, white papers, decision papers, and memoranda) on business process enhancements and activities to ensure proper integration into FPS operations.
- Provide the Business Operations Manager with a monthly Project Plan of Action and Milestones (POA&M) detailing the status of specified activities.
COMPENSATION AND BENEFITS:
We are committed to investing in our employees' well-being by offering competitive compensation and benefits packages. The salary range for this position is $121,000 to $182,310, depending on experience, seniority, geographic location, and other factors as permitted by law. Benefits may include healthcare, dental, vision, life insurance, 401(k), education assistance, and paid time off, including PTO, holidays, and any other legally required paid leave.
BASIC QUALIFICATIONS:
- Minimum of ten (10) years of relevant experience.
- Experience with Financial Management Systems (FMS).
DESIRED SKILLS:
- Expertise in business process improvement.
- Experience in change management.
- Strong analytical skills.
- Project management experience.
- Proficient writing skills are essential.
EDUCATION:
- Master's Degree required.
CLEARANCE LEVEL:
- Must pass DHS suitability check.
WORK ENVIRONMENT:
- Standard office environment.
