Description of Work

The primary objective of the Procurement Specialist II role is to assess, formulate, and delineate the scope of work, draft, negotiate, procure, and manage legally binding contracts and agreements for various goods and services for the Department of Adult Correction (DAC). This position will engage in the issuance of purchase orders and review requisitions for various goods and services necessary to meet the immediate and future requirements of the DAC. Most goods and services procured in this role necessitate the creation of detailed and technically complex contract instruments, such as Requests for Proposals (RFP), Requests for Quotes (RFQ), and Invitations for Bids (IFB). These requisitions lead to negotiated agreements and purchase orders that are essential for acquiring the complete range of goods and services needed to support the DAC.

Excellent verbal and written communication skills are crucial for effectively interacting with colleagues, senior management, business professionals, state government officials, vendors, and others involved in the procurement process.

Key Responsibilities:
  • Act as the primary purchasing contact for all assigned agreements, negotiations, and research.
  • Deliver value and cost-effective strategies in negotiating favorable terms and conditions on all agreements acceptable to the Department and State.
  • Ensure that purchase orders resulting from the procurement process comply with the prescribed state procurement processes and adhere to terms and conditions.
  • Maintain organized files and detailed notes to safeguard the interests of the department.
  • Participate in meetings and educational forums to remain updated on departmental policies, procedures, and statutory regulations.
This position is eligible for a flexible/hybrid telework schedule under the State of NC Telework Program.

Knowledge, Skills, and Abilities:

The following Knowledge, Skills, and Abilities, along with the Minimum Education and Experience requirements, are essential to qualify for this position:
  • Proficient understanding of large-scale purchasing methods and procedures.
  • Experience with the grades and qualities of technical and specialized materials, commodities, or services within the assigned area.
  • Demonstrated ability to maintain complex records and prepare reports and tabulations.
Minimum Education and Experience Requirements:

A Bachelor's degree from an accredited institution and two years of procurement experience (OR) an equivalent combination of education and experience.
