Overview:
As a pivotal trade compliance authority, you will ensure that Dollar Tree and Family Dollar adhere to all necessary regulations mandated by Customs and Border Protection (CBP) and other governmental entities. Your role will involve supporting daily operational needs while fostering an environment that prioritizes regulatory adherence, ongoing training, and process enhancement.

Key Responsibilities:

- Classify all imported merchandise
  • Utilize the Harmonized Tariff Schedule and Code of Federal Regulations to guarantee compliance with CBP standards.
  • Validate and assign duty rates and trade programs to items for accurate cost forecasting.
  • Identify compliance-related documentation necessary for entry into the United States.
  • Assess the applicability of requirements from other government agencies.
  • Advise Global Sourcing and Merchants on product reengineering to minimize import expenses.
  • Ensure consistency across banners for similar and synergistic products.
- Request Binding Rulings and liaise with CBP for product validation.
  • Collaborate with Global Sourcing and Merchants to gather samples and detailed product information.
  • Draft tailored Ruling requests.
  • Engage with the Center of Excellence & Expertise for additional insights to maximize success.
- Ensure timely and precise post-entry submissions for all identified Customs entries.
  • Facilitate the prompt submission of Post Entry Amendments and Protests.
  • Address all CF-29 (Notice of Actions), CF-28 (Request for Information), Informed Compliances, and other post-entry inquiries from CBP within the stipulated timeframe while maintaining records in accordance with CBP regulations.
  • Enhance and sustain the OS&D program, including timely reporting of discrepancies to CBP for post-entry processing as necessary.
  • Ensure all documentation, both paper and electronic, is stored in compliance with CBP regulations and Record Retention Policy.
  • Continuously propose and implement enhancements to the post-entry audit processes to achieve maximum efficiency while ensuring compliance.
- Maintain and promote proactive communication with all departments influencing Customs Compliance.
  • Collaborate with Global Sourcing and Merchants to provide guidance and training on the latest compliance and trade issues.
  • Investigate new commodities and regulations to mitigate risk and costs while educating internal partners.
- Responsible for supporting all CTPAT, Trusted Trader, and trade compliance initiatives.
  • Work with overseas offices and freight forwarders to ensure factory security audits are conducted and corrective action plans are implemented.
  • Support the CTPAT/Trusted Trader program by regularly interfacing with various internal and external stakeholders.
  • Review and revise related operating procedures to ensure ongoing compliance with the evolving regulatory landscape.
- Ensure compliant movement and clearance of goods shipped to Dollar Tree's Canada locations.
- Assist with Import Accounts Payable processes as required.
- Stay informed about all changes to CBP regulations to ensure continuous compliance.
- Other responsibilities as assigned.

Qualifications:
- Education: Bachelor’s degree in a relevant field preferred.
- Experience: 2 to 4 years of import compliance experience, ideally in a trade or corporate compliance setting.

Skills:
- Proficient in MS Office, particularly Excel and other data analysis tools.
- Familiarity with trade compliance software such as Sayari or Dow Jones Risk Center is advantageous.
- Ability to establish and maintain effective relationships with internal business partners.
- Strong written, verbal, and presentation skills.
