Key Responsibilities:
We are seeking a Program Evaluation Analyst to support the National Institute on Minority Health and Health Disparities (NIMHD) in their program assessment initiatives.


The evaluation process is designed to determine whether previous performance aligns with the scientific progress anticipated in the upcoming decade.

This assessment will assist the Program Division in future planning through self-assessment and expert guidance from the Program Division Review Committee.

This position is a full-time, on-site role.

Establish and manage analytical tools for data evaluation.

Develop, update, and sustain information repositories (e.g., SharePoint sites) and offer document retrieval assistance.


Design, execute, and finalize research initiatives, applying scientific principles to each project, and deliver comprehensive summaries of objectives, scope, milestones, and decision points.

Conduct literature reviews in PubMed, Web of Science, and other relevant databases; manage references with bibliographic software.

Organize and interpret reports in designated scientific domains.

Assess and review the functionality of the organization's scientific initiatives by examining and refining programmatic documents that outline scientific and management challenges and policies relevant to their assigned program, tracking action items and inquiries, and liaising with principal investigators and program staff on scientific and programmatic matters.

Develop scientific search parameters for sourcing scientific, programmatic, and related information through various means, including literature and database inquiries.

Prepare scientific and programmatic presentation materials for meetings and presentations. Collaborate with project leaders on the logistics of annual in-person Committee meetings, monthly teleconferences, and similar gatherings.


Conduct logistical planning for various scientific events, including lectures and workshops, by working with staff to identify key issues, providing deadline reminders, and drafting, reviewing, and refining programmatic documents such as agendas and correspondence.


Engage at a senior level in technical meetings and consultations, providing regular updates to sponsors and stakeholders.

Ensure comprehensive tracking and reporting of all program aspects, including drafting funding proposals, monitoring key milestones, and keeping all involved parties informed of progress and next steps.

Analyze and recommend enhancements for overall program effectiveness.

Qualifications:


A Master's degree and a minimum of five (5) years of experience in Program Review or Evaluation, which may encompass tasks such as leading the development of working group reports or coordinating program evaluation reports.

Proficiency in MS Office tools is required.

Preferred Skills:
Familiarity with NIH grants and funding mechanisms is advantageous. Strong oral and written communication skills are essential. Ability to create meeting agendas is preferred. Experience with project management activities is beneficial. Knowledge of online repositories such as PubMed, EndNote, Scopus, QVR, iSearch, or NIH RePORTER is a plus. Experience with data analysis tools such as R, SPSS, or SAS is desirable.
