Overview

As an Environmental Compliance Advisor, you will play a crucial role in ensuring that environmental initiatives, assessments, and documentation adhere to relevant environmental statutes, regulations, and policies. Your expertise will be vital in offering guidance and technical support to various stakeholders, including State Departments of Transportation, local transportation entities, Tribal Governments, and Federal regulatory bodies.

Agency Clarification

Key Responsibilities

As an Environmental Compliance Advisor, your duties will include:
  • Providing expert advice on environmental policies, laws, and regulations.
  • Guiding stakeholders and partner agencies on their Federal environmental obligations and FHWA policies.
  • Collaborating with stakeholders to address specific environmental issues.
  • Conducting reviews of programs and processes to ensure compliance with Federal standards and environmental commitments.
  • Identifying interagency technical or policy issues that require coordination.
  • Offering technical assistance to resolve project-specific environmental challenges.
The ideal candidate will possess experience in implementing environmental regulations and policies, along with strong communication skills.

CONDITIONS OF EMPLOYMENT:

Qualifications

To determine eligibility for various grades, review the following details. You will be asked specific questions during your application process, so ensure your resume reflects your experience accurately.

For the GS-11: Eligibility requires one year of experience equivalent to the GS-09 level, which includes:
  • Experience applying environmental standards and practices to ensure compliance with laws and regulations; AND
  • Experience in preparing and reviewing environmental documentation.
Alternatively, a combination of education and experience may qualify.

For the GS-12: Eligibility requires one year of specialized experience equivalent to the GS-11 level, which includes:
  • Experience applying environmental standards and practices; AND
  • Experience in preparing and reviewing environmental documents; AND
  • Experience collaborating with Federal, State, and other organizations on environmental compliance.
For the GS-13: Eligibility requires one year of specialized experience equivalent to the GS-12 level, which includes:
  • Experience applying environmental standards and practices; AND
  • Experience in preparing and reviewing environmental documents; AND
  • Experience working with organizations to resolve complex environmental issues.
For the GS-14: Eligibility requires one year of specialized experience equivalent to the GS-13 level, which includes:
  • Experience applying environmental standards and practices; AND
  • Experience in preparing and reviewing environmental documents; AND
  • Experience managing multiple environmental projects or overseeing regulatory processes.


Knowledge, Skills, and Abilities (KSAs): Your qualifications will be assessed based on your knowledge, skills, and abilities in the following areas:

  1. Technical Credibility - Understands and applies principles and regulations related to environmental expertise.
  2. Compliance - Knowledge of procedures for evaluating programs for compliance with Federal laws.
  3. Oral Communication - Effectively conveys information to various audiences.
  4. Written Communication - Writes clearly and persuasively for the intended audience.

Telework availability will depend on mission requirements.

The difference in salary is determined by locality pay.
