Supervisory Contract Specialist

This position is based in the Department of Homeland Security, U.S. Coast Guard, Surface Forces Logistics Center, Contracting and Procurement Division, Norfolk, VA. The incumbent serves as a Supervisory Contract Specialist in the Contracting & Procurement Division (CPD), Surface Forces Logistics Center (SFLC).

Key Responsibilities

• Coordinates with Chief, Contracting & Procurement Administration Branch and meets periodically with key SFLC Management and other CG officials to discuss and participate in the development plans for projects which have a procurement component.
• Serves as a subject matter expert on policy and regulatory issues that relate to the procurement of goods and services.
• Ensures all requirements of law, executive orders, regulations, and all other applicable procedures are met.
• Develops and manages the procurement compliance program.
• Conducts a complete and comprehensive review of acquisition documents prepared by procurement staff for compliance with procurement laws, regulations, policies, and procedures and to ensure the use of sound business and management practices.

• Must be a U.S. Citizen or National.
• Must be registered or exempt from the Selective Service.
• A one-year probationary period may be required.
• A one-year supervisory probationary period may be required.
• Suitable for Federal employment determined by background investigation.

This position has a positive Education Requirement in addition to at least one year of Specialized Experience or substitution of education for experience or combination (if applicable) in order to be found minimally qualified. Transcripts must be submitted with your application package.

You MUST meet the following requirements: To qualify at the GS-14: Applicants must have at least one year of specialized experience equivalent to the GS-13 level in the Federal service. Directly related experience must have involved applying contracting principles, laws, regulations and procedures sufficient to plan, develop, implement, and maintain all aspects of one or more major systems contracts; applying knowledge of a procurement functional area sufficient to provide expert technical leadership, staff coordination, and consultation; formulating guidelines, implementing new developments, and providing policy interpretation; performing in-depth evaluations of the financial and technical capabilities, or the performance, of the contractor anticipating problems and providing advice to project personnel on effective implementation and time frames required.

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Specialized experience must include the following: 1. Knowledge of contracting and acquisition principles, laws, statutes, Executive Orders, regulations and procedures. 2. Knowledge of cost/price analysis and contract types, methods, and techniques for complex supply and service contracts. 3. Knowledge of negotiation techniques to conduct contract negotiations. 4. Ability to communicate orally.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

EDUCATION: A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade.
