We are in search of a proactive Environmental Financial Analyst to join our team, contributing to our contract with the Army Materiel Command (AMC) and the United States Army Environmental Command (USAEC). This role involves supporting initiatives related to cost estimation, financial oversight, business process enhancement, internal control management, and audit response concerning Environmental & Disposal Liabilities (E&DL) audit readiness. The ideal candidate will possess experience in financial management and DoD audit readiness initiatives, as well as expertise in E&DL-related domains. This position is crucial for assisting installations in developing accurate Cost to Complete (CTC) estimates. The candidate must thrive in a dynamic environment and be adept at managing multiple tasks and responsibilities efficiently.

Key Responsibilities:

  • Support the client in comprehensive Environmental & Disposal Liabilities (E&DL) audit readiness initiatives.
  • Collaborate with installation points of contact to collect documentation necessary for the formulation of cleanup packages.
  • Interpret feasibility studies, decision documents, contracts, and other relevant materials.
  • Draft annual Cleanup Cost-to-Complete (CTC) E&DL estimates for the US Army Materiel Command (AMC), US Army Reserve Command (USARC), and Base Realignment and Closure (BRAC), including revisions based on quality control and supervisory feedback.
  • Utilize fundamental audit principles to assess concepts, processes, practices, and procedures related to Environmental & Disposal Liabilities.
  • Assist in financial reporting data calls and conduct year-over-year variance analysis for E&DL.
  • Facilitate comparative analysis and justification of fiscal year requirements and environmental cost estimates to ensure the accuracy and integrity of budget justifications and other environmental data submissions.
  • Update relevant standard operating procedures (SOP) as necessary.
  • Apply expertise to manage multiple complex assignments.
  • Exercise considerable independence in developing methodologies and presenting solutions to challenges.
  • Contribute to deliverables and performance metrics as applicable.
  • Demonstrate knowledge of or the ability to learn cost estimating software.

Minimum Qualifications:

  • At least 2 years of experience in environmental cleanup and CTC estimates or 2 years in federal financial management or DoD audit readiness.
  • Experience with Environmental & Disposal Liabilities is highly preferred.
  • Bachelor's degree in Environmental Science or Business/Financial/Accounting fields; relevant experience may substitute for education.
  • Experience in professional services and/or supporting public sector clients in a client-facing capacity.
  • Strong attention to detail, excellent time management and organizational skills, effective verbal and written communication abilities, self-motivated, and capable of building client relationships.
  • Proficient in Microsoft Office and Adobe applications.
  • Must be a US Citizen and located within the continental United States.

Preferred Qualifications:

  • Bachelor's degree in Environmental Science or a related field, or experience in Hazardous Materials Cleanup/Disposal.
  • Operational knowledge of environmental and disposal liabilities is advantageous.
  • Experience with DoD financial statement audits, internal control testing, or coordination with external auditors.
  • Familiarity with Army financial management policies, systems, and procedures.
  • Understanding of the Comprehensive Environmental Resource, Compensation and Liability Act (CERCLA), the Resource Conservation and Recovery Act (RCRA), and other environmental regulations.
  • Possession of specialized certifications such as CPA, CGFM, CDFM, or equivalent is a plus.
  • Working knowledge of Environmental Database of Record.

Physical Requirements:

This role may involve prolonged periods of sitting or standing. It may require typing and reading from a computer screen. Sufficient mobility is necessary, including bending, reaching, and kneeling to perform daily tasks efficiently. Due to parking availability and work location, moderate to long-distance walking may be necessary. Occasional lifting of up to 25 pounds may be required.
