Position Overview: As a Regulatory Compliance Program Manager, you will oversee compliance initiatives across multiple projects while leading a small team of direct reports. Your primary responsibility will be to ensure adherence to Minority and Women-Owned Business Enterprise (MWBE) and Service-Disabled Veteran-Owned Business (SDVOB) participation objectives and legal requirements. You will play a key role in planning and coordinating essential activities, as well as executing operational tasks across various projects.

Reporting Structure: This role reports directly to the Project Director.

Core Responsibilities:

  • Facilitate and manage monthly reporting of various data points sourced from the client’s database, organized and presented according to their requirements;
  • Monitor compliance metrics related to MWBE and SDVOB participation and minority/female workforce involvement in projects, ensuring accurate data representation in tracking systems;
  • Comprehend MWBE, ACDBE, and LBE compliance classifications, certifications, and designations;
  • Supervise the identification and engagement of MWBE contractors and businesses;
  • Participate in monthly and bi-weekly stakeholder meetings, ensuring that team members document minutes, track action items, and distribute notes within three days post-meeting;
  • Collaborate closely with key stakeholders, government representatives, community developers, and local enterprises to ensure that R.F. Wilkins Consultants meets project expectations and fosters a positive brand image;
  • Design and conduct workshops and working groups for both public and private stakeholders;
  • Establish and maintain relationships between clients and stakeholders;
  • Ensure timely project completion and adherence to schedules;
  • Engage with clients to clarify and define project requirements, scope, and objectives;
  • Delegate and oversee tasks for both internal and external teams;
  • Complete and follow up on compliance documentation;
  • Serve as the primary contact for communicating project status to clients and stakeholders regularly and as needed;
  • Perform any additional duties necessary to fulfill the responsibilities of the position.

Ideal Candidate Profile:

The ideal candidate will possess experience in vendor diversity, community engagement, workforce development, and MWBE, SDVOB, and LBE compliance within a construction context. Familiarity with compliance management systems such as B2G is preferred. We seek individuals who are humble, inquisitive, kind, proactive, and resourceful. Adaptability and a willingness to engage in hands-on work are essential.

We are looking for candidates who demonstrate:

  • A thorough understanding of MWBE and local compliance best practices;
  • In-depth knowledge of MWBE, SDVOB, LBE, and diversity and inclusion markets;
  • Experience with compliance systems such as B2G and LCP tracker;
  • Insight into construction and infrastructure development, particularly large airport projects;
  • Experience in engaging local communities and effectively communicating with project stakeholders;
  • Proven leadership skills, having successfully managed project teams;
  • A versatile analytical mindset with a strong focus on execution;
  • Ability to thrive in dynamic, fast-paced environments;
  • A strategic mindset, capable of optimizing existing frameworks or building new processes from the ground up;
  • Exceptional communication skills, with the ability to motivate and align diverse interests, influence colleagues at all levels, and convey information clearly both verbally and in writing;
  • A resourceful and determined approach to completing projects and implementing processes from inception to completion;
  • Proficiency in MS Office applications, particularly Word, PowerPoint, and Excel.
