Position Summary: The Senior Vice President of the Minority and Women-Owned Business Enterprise (M/W/DBE) Program is tasked with the management, policy formulation, and coordination across various departments and agencies. This role encompasses the creation and execution of all NYCEDC's M/W/DBE initiatives and the enhancement of related opportunities. Reporting directly to the Executive Vice President of Equity and Community Impact, this position is pivotal in aligning the M/W/DBE Program with the broader objectives of the organization and the City. The M/W/DBE Program is integral to the organization's strategy for promoting equity and inclusion in NYCEDC's projects and initiatives.

Key Responsibilities:

Leadership:

  • Collaborate with departmental leaders to boost M/W/DBE engagement in NYCEDC's projects and initiatives.
  • Research and negotiate M/WBE participation targets with project sponsors or entities holding County contracts.
  • Serve as the Corporation's representative at City Hall and other governmental agencies through various engagements.
  • Oversee the planning, execution, coordination, and evaluation of NYCEDC's M/WBE Program.
  • Conduct outreach to the M/WBE vendor community, connecting them with supportive programs and initiatives.
  • Report on program activities to oversight bodies, including the Mayor's Office of M/WBE.
  • Develop and lead policies and practices to enhance equity and inclusion across all NYCEDC operations.
  • Propose policy enhancements to help NYCEDC achieve citywide objectives.
  • Ensure continuous staff training and updates to facilitate effective program execution.

Procurement:

  • Guide staff in all procurement activities related to M/WBE utilization, ensuring compliance with relevant regulations.
  • Manage compliance with M/WBE Utilization Goals in contracts, including tracking and reporting mechanisms.
  • Maintain expertise in M/WBE utilization laws and regulations.
  • Implement NYCEDC's policy of prioritizing M/WBE vendors for small purchases.
  • Oversee the establishment of M/WBE goals in contracts, including conducting necessary analyses and coordinating waiver requests.

Data Compliance:

  • Prepare summary reports on M/WBE and DBE compliance activities, maintaining accurate records of reviews and inspections.
  • Monitor and report on NYCEDC's M/W/DBE performance both internally and externally.
  • Analyze diverse data sets related to M/WBE utilization trends and provide recommendations for improvement.
  • Develop and execute the annual M/WBE Utilization Plan, tracking activities throughout the year.

Capacity Building:

  • Engage in networking events hosted by various agencies or organizations.
  • Design and implement outreach strategies to connect with M/WBEs and other City Agency colleagues.
  • Build and maintain relationships with M/W/DBEs and small business organizations.

Qualifications:

  • Bachelor's degree or equivalent in Public or Business Administration, Economics, Social Sciences, or a related field.
  • Over 10 years of experience with M/W/DBE programs, including knowledge of relevant state and federal regulations.
  • At least 5 years of professional experience in recruitment, outreach, strategic planning, or public policy.
  • A minimum of 3 years of direct experience in government contracting with a strong understanding of M/WBE program principles.
  • Excellent presentation, writing, and organizational skills with the ability to communicate effectively with stakeholders.
  • Strong strategic thinking and analytical skills.
  • Proven ability to synthesize information from diverse sources and communicate effectively.
  • Experience in providing leadership and guidance to teams and staff.
  • Experience working with small businesses, community organizations, and City agencies.
  • Demonstrated ability to mentor and develop staff.
  • Residency in New York City is required within 180 days of hire.

Compensation: Salary range is $175,000—$180,000 USD.
