Position Overview: The Senior Vice President of the Minority and Women-Owned Business Enterprise (M/W/DBE) Program is tasked with the oversight, policy formulation, and interdepartmental coordination concerning the development and execution of all NYCEDC's M/W/DBE initiatives and the enhancement of related opportunities. This role reports directly to the Executive Vice President of Equity and Community Impact at NYCEDC. Given the critical nature of this program to the organization's overarching objectives and the City’s broader goals, the M/W/DBE Program is a vital element of NYCEDC's strategy to promote equity and inclusion across its projects and initiatives.

Key Responsibilities:

Leadership
  • Collaborate with Department Leaders throughout the organization to promote and enhance M/W/DBE engagement in NYCEDC's projects and initiatives.
  • Research, formulate, and negotiate M/WBE participation objectives with project sponsors or entities involved in County contracts.
  • Serve as the Corporation's representative at City Hall, engaging with government agencies and external partners through meetings and hearings.
  • Plan, implement, coordinate, and monitor the NYCEDC's M/WBE Program.
  • Conduct outreach to the M/WBE vendor community, connecting them with programs and initiatives designed to foster their success.
  • Accountable for reporting program activities to oversight agencies, including the Mayor's Office of M/WBE.
  • Lead the development of policies and practices to enhance equity and inclusion across all facets of NYCEDC's operations.
  • Propose policy enhancements to help NYCEDC achieve Citywide objectives.
  • Ensure continuous staff training and updates to support effective program execution.
Procurement
  • Guide staff and NYCEDC through comprehensive procurement activities related to M/WBE utilization, ensuring compliance with applicable rules and regulations.
  • Oversee compliance with M/WBE Utilization Goals in Contracts, developing tracking plans and collaborating with internal partners and vendors.
  • Maintain expertise in M/WBE utilization laws and regulations.
  • Implement NYCEDC's policy of prioritizing M/WBE vendors for small purchases.
  • Manage M/WBE goal-setting processes in contracts, including conducting analyses and coordinating waiver requests.
Data Compliance
  • Prepare summary reports detailing M/WBE and DBE compliance activities, maintaining accurate records of reviews and inspections.
  • Oversee the monitoring and reporting of NYCEDC's M/W/DBE performance.
  • Ability to gather and synthesize information from diverse sources and communicate effectively to decision-makers.
  • Analyze complex data sets related to M/WBE utilization trends and make recommendations for optimization.
  • Develop and execute NYCEDC's annual M/WBE Utilization Plan, tracking all related activities throughout the year.
Capacity Building
  • Engage in networking events organized by other agencies or organizations.
  • Design and implement outreach strategies to connect with M/WBEs and colleagues from other City Agencies.
  • Build and maintain relationships with M/W/DBEs and small business organizations.
Minimum Qualifications:
  • Bachelor's degree or equivalent in Public or Business Administration, Economics, Social Sciences, or a related field.
  • Over 10 years of experience with M/W/DBE programs; familiarity with relevant state and federal regulations.
  • At least 5 years of professional experience in recruitment, outreach, strategic planning, or public policy.
  • A minimum of 3 years of direct experience in government contracting with a strong understanding of M/WBE principles.
  • Proven presentation, writing, and organizational skills with the ability to communicate effectively with stakeholders.
  • Advanced strategic thinking and analytical skills.
  • Ability to independently manage tasks and resolve complex issues.
  • Proven leadership and program direction capabilities.
  • Experience collaborating with small businesses, community groups, and City agencies.
  • Demonstrated ability to mentor and develop staff.
  • New York City residency is required within 180 days of hire.
Salary Range:

$175,000-$180,000 USD
