Under general oversight, the Finance Operations Manager will guide and coordinate professional and administrative personnel in diverse accounting and treasury functions, including fund accounting, auditing, budget formulation, and cash flow management. This position entails supervising financial systems, public bond issuances, adherence to financial regulations, and engaging with both internal and external stakeholders.

Key Responsibilities:

  • Oversee the District's Enterprise Resource Planning (ERP) system for financial reporting and accounting
  • Manage accounting and information technology systems
  • Support public bond issuances and financial performance assessments
  • Ensure compliance with IRS, SEC, and statutory regulations
  • Supervise records management and administrative support functions
  • Develop the departmental budget and financial statements
  • Collaborate with District staff, auditors, vendors, and consultants
  • Lead staff, ensure adherence to policies, and address employee issues
  • Evaluate Requests for Proposals (RFPs) for professional services
  • Act on behalf of the Comptroller or Assistant Treasurer as required

Desirable Knowledge, Skills, and Abilities:

  • In-depth knowledge of general accounting, cost accounting, and internal auditing
  • Extensive understanding of ERP systems, budgeting, and financial reporting
  • Strong analytical and problem-solving capabilities
  • Ability to manage and foster a professional work environment
  • Excellent communication skills

Minimum Qualification Requirements:

A degree from a four-year accredited institution with a major in accounting or finance, or an MBA with a focus in accounting or finance. A minimum of six years of professional experience in accounting or finance, including two years in a supervisory capacity.

Substitution:

Graduate studies in accounting or finance may substitute for non-supervisory experience, up to two years. Certification as a Certified Public Accountant may replace the educational requirement.

Promotional Requirement:

  • Two years of service as a Supervising Accountant or Financial Analyst within the District
  • Civil service status in relevant classifications
