Position Title: Community Permitting and Licensing Manager

Location: 1400 CD-Community Permitting

Pay Grade: A21

FLSA Status: Exempt

Under limited supervision, this role oversees the operations of the Community Permitting & Licensing Division. The manager plays a crucial role in fostering innovation and ensuring the department's effectiveness under the guidance of the director.

This position is classified as safety-sensitive, necessitating compliance with random drug testing protocols as per organizational policies.

Key Responsibilities:

  1. Identify and implement opportunities for enhancing business processes and innovative best practices within the Community Development Department.
  2. Lead projects requiring comprehensive oversight; coordinate planning, design, and execution of innovative solutions; gather and define system requirements, and track project timelines and milestones.
  3. Monitor key performance indicators and success metrics; present data-driven insights and recommendations to the director regarding project objectives.
  4. Manage personnel within the division, including hiring, training, scheduling, directing, supervising, and evaluating staff.
  5. Oversee daily operations of the Permitting and Licensing Division.
  6. Review and approve employee time records.
  7. Prepare and manage the annual division budget.
  8. Facilitate regular meetings and workshops to assess stakeholder needs and develop creative solutions.
  9. Educate the public on sustainable practices, including low impact development and LEED Certification opportunities.
  10. Conduct research and analyze trends in local government to anticipate future changes in practices and programs.
  11. Monitor grant opportunities for the Community Development Department.
  12. Ensure timely processing and distribution of plan submissions.
  13. Develop and implement processes for Permits, Licensing, Click-to-Gov, and Land Management.
  14. Provide exceptional customer service, addressing inquiries and resolving conflicts in person and over the phone.
  15. Collaborate with the Planning & Development Division on property development as necessary.
  16. Attend meetings with city management and area developers, builders, and contractors as required.
  17. Oversee and maintain current software systems.
  18. Perform additional duties as assigned.

Qualifications:

A Bachelor's Degree in a relevant field is required, along with three to five years of related experience, or an equivalent combination of education, training, and experience that equips the candidate with the necessary knowledge, skills, and abilities. A valid Driver's License issued by the State of Oklahoma is also required.

The role involves moderate physical effort, typically requiring a combination of balancing, climbing, crouching, feeling, grasping, handling, hearing, kneeling, mental acuity, reaching, repetitive motion, speaking, standing, stooping, talking, visual acuity, and walking, with the potential for lifting, carrying, pushing, or pulling objects weighing up to 50 pounds. Extended periods at a keyboard or workstation may also be necessary.
