FLSA Status: Exempt

Under limited supervision, oversees the operations of the Community Permitting & Licensing Division. The manager fosters innovation and suitability within the department under the direction of the director.

This role encompasses duties classified as "safety sensitive," thus subjecting the individual to random drug testing in accordance with city policies.

Identifies opportunities for enhancing or establishing new business processes and innovative best practices within the Community Development Department.

Acts as project lead, requiring comprehensive oversight; coordinates the planning, design, and execution of innovative solutions; gathers and defines system requirements, obtains technical specifications, and establishes and monitors project deadlines and milestones.

Tracks key performance indicators and success metrics; presents data-driven insights and recommendations to the director regarding project goals and objectives.

Recruits, trains, assigns, schedules, directs, supervises, and evaluates division personnel.

Manages the daily operations of the Permitting and Licensing Division within the Community Development Department.

Reviews and approves employee time records.

Prepares and oversees the annual division budget.

Facilitates and participates in regular meetings, workshops, and sessions to comprehend stakeholder needs and develop creative solutions to address them.

Educates the public on low impact development and LEED (Leadership in Energy and Environmental Design) Certification Opportunities for sustainability purposes.

Conducts research and analyzes trends in local government to anticipate future changes in practices, processes, and programs within Community Development.

Monitors grant opportunities (local, state, federal, private) for the Community Development Department.

Ensures timely processing and distribution of plan submissions.

Develops and implements processes for Permits, Licensing, Click-to-Gov, and Land Management.

Provides customer service to the general public, addressing inquiries, resolving issues, and facilitating conflict resolution both in person and over the phone.

Collaborates with the Planning & Development Division on property development as necessary.

Attends meetings with city management and area developers, builders, and contractors as required.

Oversees and maintains current software systems.

Performs additional duties as assigned.

Requires a Bachelor's Degree in a relevant field, supplemented by three to five years of related experience; or an equivalent combination of education, training, and experience that provides the necessary knowledge, skills, and abilities.

Possession of or ability to readily obtain a valid Driver's License issued by the State of Oklahoma for the type of vehicle or equipment operated.

Tasks involve the ability to exert moderate physical effort in medium work, typically involving a combination of balancing, climbing, crouching, feeling, grasping, handling, hearing, kneeling, mental acuity, reaching, repetitive motion, speaking, standing, stooping, talking, visual acuity, walking, and may involve lifting, carrying, pushing, and/or pulling objects and materials of moderate weight (up to 50 pounds).

Tasks may require extended periods at a keyboard or workstation.
