About the Role

The City of New York is seeking a highly skilled and experienced professional to fill the position of Assistant Commissioner for Licensing and Operations within the Licensing and Standards Division of the Taxi and Limousine Commission (TLC).

Key Responsibilities
  • Oversee and manage Units within the Licensing and Standards Division, ensuring efficient and effective operations.
  • Develop and implement new initiatives to promote streamlined operations and improve customer experience, working closely with senior and operational staff.
  • Provide analytical assessment of operational needs and advise executive staff as needed.
  • Collaborate with Licensing units, other Divisions, and agencies to drive change and enhance division performance.
  • Represent the Division and the Agency at inter-governmental and external stakeholder meetings.
  • Develop, report, and analyze performance indicators to identify trends, pitfalls, and opportunities for enhancements.
  • Support and implement quality assurance and regulatory compliance efforts.
Requirements
  • A master's degree from an accredited college in economics, finance, accounting, business, or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies, or a closely related field.
  • Two years of satisfactory full-time professional experience in one or a combination of the following areas: budget administration, accounting, economic or financial administration, fiscal or economic research, management or methods analysis, operations research, organizational research, program evaluation, personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management.
  • 18 months of this experience must have been in an executive, managerial, administrative, or supervisory capacity, supervising staff performing professional work in the areas described above.
Additional Information

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
