Job Title: Assistant Commissioner, Finance

Join the City of New York as an Assistant Commissioner, Finance, and play a critical role in shaping the Department of Correction's financial strategy. As a key member of the Division's core leadership team, you will oversee several business units, ensuring the efficient delivery of services and maintaining compliance standards at the Federal, State, and local levels.

Key Responsibilities:
  • Develop and implement financial analysis and reporting instruments to inform budget decisions.
  • Prepare budget testimonies and briefing materials for public hearings with the Commissioner and City Council.
  • Monitor overtime expenditures and work with Commands and oversight agencies to optimize resource allocation.
  • Oversight of PS and OTPS budgets to advance the Department's primary initiatives and priorities.
  • Serve as the primary liaison with OMB, City Council Finance, and other external stakeholders.
  • Advise the Deputy Commissioner and senior management on resource allocation and funding prioritization decisions.
  • Coordinate budget submissions to the Office of Management and Budget (OMB) and manage the preparation, review, and submission of Financial Plans and Capital Commitment Plans.
  • Examine critical priorities, identify risks, and develop strategies to produce good outcomes.
  • Represent the Deputy Commissioner and Commissioner at meetings with Federal, State, and City Officials and national stakeholders.
  • Engage and motivate staff in achieving the overall goals of the Division and the Department.
Qualifications:
  • A Master's Degree in Public Administration, Business Administration, or a related field, plus three years of experience in an administrative, managerial, or executive capacity.
  • A bachelor's degree and five years of experience in a related field, with at least 18 months in an administrative, managerial, or executive capacity.
  • A four-year high school diploma or its equivalent and nine years of experience in a related field, with at least 18 months in an administrative, managerial, or executive capacity.
