Senior Permitting Specialist for Transportation Engineering

Position Overview:

This role offers a significant level of administrative assistance and specialized knowledge. The Permitting Specialist is tasked with the examination, processing, documentation, and oversight of any encroachment activities impacting the operational authority or utilization of highway rights of way. This encompasses the issuance and management of various permits that delineate the stipulations for the use of state highways, as well as other non-public travel applications. The position guarantees that all encroachment program permit criteria are fulfilled and that operations are conducted in accordance with relevant laws, regulations, and standards.

Key Responsibilities:

Essential functions include, but are not limited to:

  • Engaging in both written and verbal communication with clients, permit holders, agency staff, local governmental bodies, utility providers, contractors, and engineering firms. This communication often involves clarifying the permitting process and providing guidance on permit applications, including required documentation such as temporary traffic control plans, insurance, bonding, environmental clearances, and engineering specifications.
  • Evaluating permit submissions for adherence to FHWA and ADOT standards. Ensuring that proposed activities comply with the regulations and policies outlined in the Arizona Revised Statutes governing the use of ADOT Right of Way. Conducting basic plan assessments and coordinating reviews with other agency departments. Monitoring the progress of the permitting process.
  • Performing both administrative and substantive evaluations. Compiling permit packages that reference specific requirements from ADOT Standard Specifications and Standard Drawings relevant to the work scope. Ensuring all necessary supporting documents are included in the permit package and disseminating permits to all relevant parties. Preparing permit amendments, granting time extensions, issuing letters of acceptance for completed projects, and coordinating with field inspectors.
  • Ensuring compliance with statutes and permit obligations by monitoring and assessing encroachment permit activities. Organizing and prioritizing work tasks. Conducting research to provide information for both internal and external stakeholders. Assisting with inquiries for the State Attorney General's Office regarding litigation reviews, under the direction of the permits supervisor.
  • Participating in Arizona Management System initiatives such as huddles, problem-solving sessions, kaizens, 5S, process mapping, and establishing standards of work.
  • Coordinating and attending various meetings, including pre-design and scoping, pre-application, preliminary site assessments, pre-construction, and other relevant gatherings. Conducting field inspections to verify compliance with permit conditions and investigating reported or discovered encroachments to assess their validity.
  • Assessing technical aspects of permits and encroachment violations, making recommendations for corrections or resolutions. Drafting correspondence for Notice of Encroachment Violations.

Knowledge, Skills & Abilities:

Knowledge of:

  • Statutes, administrative regulations, and policies related to permitting.
  • ADOT Utility and Railroad Accommodation Guidelines as they pertain to utility construction and maintenance of encroachment permits.
  • ADOT design and construction requirements.
  • Temporary and Permanent Traffic Control protocols.
  • Environmental regulations and clearances under NPDES and AZPDES.
  • AASHTO and FHWA Guidelines.
  • Tools, equipment, and materials utilized in highway construction and utility installations.
  • Intergovernmental Agreements and Joint Project Agreements.
  • Right of Way acquisition and disposal methods and documentation.
  • ADOT Permit Database, ROAD Portal, and highway maps and plans.

Skills in:

  • Providing excellent customer service, guidance, and education on processes.
  • Effective written and verbal communication, including legal depositions.
  • Organizing and prioritizing tasks efficiently.
  • Interpreting a variety of technical engineering documents.
  • Researching and utilizing ADOT programs and databases for information gathering.
  • Understanding construction sequencing, methods, and standards.
  • Interpreting field inspection data.
  • Monitoring temporary traffic control plans in the field.
  • Managing complex permit types independently.
  • Utilizing Google applications.

Ability to:

  • Visualize the impact of proposed encroachments and identify potential mitigations.
  • Conduct detailed records searches, data analysis, and utilize word processing and spreadsheet applications.
  • Research property records and GIS systems.
  • Assist in training and guiding staff on permit-related matters.
  • Review and approve utility plans and basic business permits.
  • Develop standard work processes and improvements for team members.
  • Manage multiple tasks under tight deadlines.
  • Organize, prioritize, and track work assignments effectively.
  • Safely operate a State vehicle.

Selective Preferences:

The ideal candidate will possess:

  • A high school diploma or GED.
  • Experience in permit processing, highway maintenance, engineering plan interpretation, or construction.

Pre-Employment Requirements:

This position necessitates a valid Arizona Class D Driver License.

All newly hired State employees must successfully complete the Electronic Employment Eligibility Verification Program (E-Verify).
