Position Overview:

This role entails providing extensive administrative support and specialized knowledge in the field of transportation permits. The Permits Technician is tasked with the critical responsibility of assessing, processing, documenting, and overseeing any encroachment activities that may impact the operational management or utilization of highway rights of way. This encompasses the issuance and processing of various permits that outline the stipulations for utilizing state highways, as well as other uses beyond public travel.

Key Responsibilities:

Essential functions include, but are not limited to:

  • Engaging in effective communication (both written and verbal) with stakeholders, including customers, permit holders, state staff, local agencies, utility providers, contractors, and engineering firms. This involves clarifying the permit process and providing guidance on the necessary documentation, such as temporary traffic control plans, insurance, bonding, environmental clearances, and engineering specifications.
  • Evaluating permit submissions to ensure adherence to FHWA and ADOT standards. Confirming that proposed activities comply with the regulations and policies of Arizona Revised Statutes related to the use of ADOT Right of Way. Conducting basic plan reviews and coordinating assessments with other departments within the agency.
  • Executing both administrative and substantive evaluations. Compiling permit packages that reference specific requirements from ADOT Standard Specifications and Drawings relevant to the scope of work. Ensuring all supporting documentation is included in the permit package and disseminating permits to all relevant parties. Preparing permit amendments, granting time extensions, issuing acceptance letters for completed work, and collaborating with field inspectors.
  • Monitoring compliance with statutes and permit conditions by evaluating encroachment permit activities. Organizing and prioritizing work tasks, conducting research for both internal and external clients, and assisting with inquiries for legal reviews under the direction of the permits supervisor.
  • Participating in Arizona Management System initiatives, including huddles, problem-solving sessions, process mapping, and standard work development.
  • Coordinating and attending various meetings such as pre-design, pre-application, preliminary site reviews, and pre-construction discussions. Conducting field assessments to ensure compliance with permit stipulations and investigating reported encroachments to validate claims.
  • Assessing technical aspects of permits and encroachment violations, providing recommendations for resolutions, and drafting notices for encroachment violations.

Knowledge, Skills & Abilities:

Knowledge of:

  • Regulations, administrative guidelines, and policies relevant to permits.
  • ADOT Utility and Railroad Accommodation Guidelines as they pertain to utility construction and encroachment permits.
  • ADOT design and construction requirements.
  • Traffic control measures.
  • Environmental regulations and clearances under NPDES and AZPDES.
  • AASHTO and FHWA guidelines.
  • Tools and materials utilized in highway construction and utility installations.
  • Intergovernmental Agreements and Joint Project Agreements.
  • Right of Way acquisition and disposal methods.
  • ADOT Permit Database and related highway maps.

  • Assist in training and guiding team members on permit-related matters.
  • Review and approve utility plans and business permits.
  • Develop standard operating procedures and process improvements.
  • Manage multiple tasks under tight deadlines.
  • Safely operate a state vehicle.

Selective Preferences:

The ideal candidate will possess a high school diploma or GED, with experience in permit processing, highway maintenance, engineering plan interpretation, or construction preferred.

Pre-Employment Requirements:

This position necessitates a valid Arizona Class D Driver License.
