Job Summary

We are seeking a highly skilled and experienced Director of Housing Development to join our team. The successful candidate will be responsible for the planning, direction, administration, coordination, and supervision of the daily activities for the Development Department to ensure efficient and reliable operations while meeting the goals and objectives established by the Board of Commissioners and Executive Director.

Key Responsibilities

  • Develop and implement agency policies and guidelines and ensure compliance as related to Development.
  • Provide technical leadership, counsel, and advise staff, and respond to inquiries regarding program issues and concerns. Provide staff with proper training opportunities.
  • Coordinate housing development activities with other internal departments to ensure efficient and reliable operations.
  • Identify real estate opportunities for housing development that supports agency goals and objectives.
  • Identify, analyze, acquire, and develop properties for preservation, rehabilitation, or new construction.
  • Develop strategies for housing development, analyze financial data, and develop operating pro-forma.
  • Develop budgets, analyze loan and financing structures, review legal documents, coordinate rehabilitation process specifications, and monitor construction progress.
  • Communicate regularly and seek assistance from the Deputy Director, Finance in developing financing structures.
  • Oversee the preparation of RFQs, RFPs, and appropriate procurement of consultant services related to housing development; and the management and administration of such consultant services.
  • Oversee and manage multiple housing projects in various phases of the development process.
  • Supervise the hiring, disciplinary action, performance appraisals, and termination of personnel for the Development Department.
  • Provide supervision and guidance to the Development Staff.
  • Participate in weekly meetings with Department heads to maintain efficient communication of operations.
  • Prepare correspondence to the Board. Prepare information and reports and make recommendations to the Board and Executive Director as needed.

Requirements

The ideal candidate will have a four-year degree plus a minimum of five years of progressively responsible experience in finance or management, with a minimum of three years with lead responsibility for management and supervision. Additional education/experience is desirable.

Solid knowledge of finance, including reading and understanding of expense, revenue, and balance sheets, is required. Expert knowledge of housing development, finance, and project management is also required. Expert knowledge in the creation/use of complex spreadsheets utilizing Microsoft Excel is necessary. Expert knowledge of federal and state rules and regulations related to housing development and property compliance is required. Solid knowledge of accounting is also necessary. National Development Council Certification is preferred.

Solid public speaking and presentation skills, as well as solid verbal and written communication skills, are required to effectively communicate and interact with all levels of personnel and the general public.

Conditions of Employment

A valid Colorado Driver License and proof of Insurance are required due to necessary travel amongst various local properties.
