About the Role

The Commonwealth of Virginia is seeking a highly skilled Estimator to join our team in the Cost Estimation Office. As an Estimator, you will play a critical role in providing cost estimating technical support and guidance to our project managers, designers, and estimators.

Key Responsibilities

  • Provide cost estimating technical support and guidance to VDOT project managers, designers, and estimators.
  • Review cost estimates and provide recommendations to improve estimate accuracy and ensure estimates are developed in consistency with VDOT's policies and procedures.
  • Create, maintain, evaluate, test, and update VDOT's various estimating tools and systems used for preparing and updating project estimates.
  • Develop materials and provide cost estimating training throughout VDOT's program.
  • Review cost and market trends and formally report these trends back to VDOT project managers, designers, and estimators.
  • Create, review, refine, and update VDOT's Cost Estimating Policies and Procedures.

Requirements

  • Knowledge of transportation laws, regulations, policies, and procedures, including federal, state, and local planning, land use regulations, maintenance management, and work zone.
  • Knowledge of transportation engineering estimation principles and procedures.
  • Skill in maneuvering through complex issues and showing sensitivity to how people and organizations function.
  • Knowledge and application of construction engineering principles, roadway and structure design, and project programming.
  • Knowledge of public policy, external factors, and business practices related to transportation.
  • Project management experience on a variety of complex transportation projects, including managing multiple, high-value contracts within the transportation industry.
  • Skill in building networks, relationships with employees, field personnel, contractors, consultants, suppliers, manufacturers, and FHWA representatives.

  • Understanding of all phases of the analytic process, including data collection, preparation, modeling, evaluation, and deployment.
  • Experience in machine learning modeling approaches.
  • Experience developing training materials and facilitating both in-person and virtual training sessions.
  • A combination of training, experience, or education in civil engineering, project development, construction management, or a related field.
  • Experience in the estimation and successful delivery of complex VDOT (or comparable) projects.
  • Professional engineer, design builder professional, or certified construction manager certification.
