Overview:

The Process Safety Management (PSM) Specialist is responsible for overseeing all components of the OSHA Process Safety Management (PSM) Programs and US EPA Risk Management Plans (RMP) within our Clean Energy facilities focused on Renewable Natural Gas (RNG) and Liquefied Natural Gas (LNG). This role also collaborates with the Environmental, Health, and Safety (EHS) Department on various initiatives as required.

Key Responsibilities:


• Oversee daily operations related to the execution of PSM for the facilities.


• Ensure all PSM data and documentation are maintained accurately and are up-to-date.


• Manage records for all relevant PSM Program elements, including Preventive Maintenance (PM), Management of Change (MOC), incident investigations, employee engagement, training, and other records generated from PSM program activities.


• Maintain audit-ready PSM programs, data, and documentation through regular internal self-assessments.


• Review operational procedures for PSM-covered processes to confirm their accuracy and relevance.


• Organize and participate in all PSM meetings, which include reviewing open action items, training, MOCs, incident reports, and other relevant information.


• Coordinate Management of Change / Pre Start-up Safety Reviews (MOC/PSSR).


• Engage in a five-year Process Hazard Analysis (PHA).


• Track and maintain open recommendations from audits, reviews, analyses, and inspections in the designated tracking systems.


• Participate in incident investigations and root cause analyses as necessary.


• Assist in developing inspection, testing, and preventive maintenance plans to enhance equipment reliability.


• Ensure timely completion of all training documentation.


• Continuously assess and communicate the PSM training plan with employees and facility leadership.


• Support plant managers in the implementation of EHS protocols and conduct layered audits.


• Facilitate the initiation of all activities required to uphold PSM compliance.


• Stay informed on current CE/PSM-related regulations and guidelines.


• Travel to operational sites as needed, approximately 20-50% of the time.


• Perform other duties as assigned.

Additional Responsibilities:


• Conduct process hazard analyses to identify potential safety risks.


• Develop and implement comprehensive process safety management programs.


• Evaluate adherence to process safety regulations.


• Investigate incidents related to process safety.


• Monitor changes in processes and procedures to ensure safety compliance.


• Provide training to employees on process safety protocols.


• Perform risk assessments and collaborate with other departments to ensure process safety.

Qualifications:

To be successful in this role, candidates must possess the following qualifications:

Education and Experience:

A Bachelor's degree in industrial safety, safety sciences, safety engineering, environmental science/engineering, or a related engineering discipline from an accredited institution, along with a minimum of three years of experience in PSM program coordination. Proven expertise in implementing PSM programs and a thorough understanding of OSHA PSM regulations are essential.

Skills:

Candidates should demonstrate strong communication skills, both written and verbal, and the ability to interpret technical documents and regulations. Proficiency in Microsoft Office applications, particularly Word, Excel, and Outlook, is required. Familiarity with database management and project management software, as well as experience with AutoCAD Design software, is preferred.

Certifications:

Environmental/Safety Certification (CIH, CSP, ASP, CHMM, CHST, OHST) is preferred.

Physical Demands:

The physical demands of this position require regular use of hands for handling and talking, frequent walking and sitting, and occasional lifting of up to 25 pounds. Vision requirements include close, distance, color, peripheral vision, depth perception, and the ability to adjust focus.
