Key Responsibilities

This role is situated within the U.S. Department of the Interior, specifically in the Office of Surface Mining Reclamation and Enforcement (OSMRE), within the Program Support Directorate, Division of Reclamation Support in Washington, DC.

At the full performance level (GS-11), the primary responsibilities of this position encompass, but are not limited to:
1. Conducting comprehensive policy and program evaluations to support initiatives, policies, and strategies related to the Surface Mining Control and Reclamation Act (SMCRA) Title IV & Bipartisan Infrastructure Law (BIL) Abandoned Mine Land (AML) Reclamation Programs.
2. Offering expert advice and technical support on various issues, including compliance and strategy related to the National Environmental Policy Act, Environmental Justice, and the National Historic Preservation Act, along with data analysis pertinent to environmental assessments and State/Tribal Program Amendments.
3. Investigating and sharing information regarding relevant legislative history, current and past OSMRE regulations, and the operational functions, policies, and processes of other regulatory bodies.
4. Providing guidance to the Program Support Directorate and Regional Offices concerning the development, execution, and upkeep of abandoned mine land and coal mining regulatory frameworks.
5. Reviewing, analyzing, and drafting documentation such as briefing papers, standard operating procedures, technical reports, directives, and Federal Register Notices related to the AML Reclamation Program, ensuring that all documents are thorough, precise, and adhere to established formats for higher-level approval.

OSMRE has identified that the responsibilities of this position are conducive to telework, and the selected candidate may be permitted to telework with supervisor consent.

Compensation Information
GS-09: ($68,405 - $88,926) annually.
GS-11: ($82,764 - $107,590) annually.
New hires to the Federal government typically commence at the lower end of the salary range for the grade level.

This vacancy may also be utilized to fill additional positions as they become available.

Qualifications

Minimum Qualification Criteria:
To qualify for this position, candidates must meet the (A) Education, (B) Specialized Experience, or (C) Combination of Education and Experience for the series for which they are applying.

GS-09

A. Education: A Master's degree or equivalent graduate degree, or 2 full years of progressively higher-level graduate education leading to such a degree, or LL.B. or J.D., if relevant.

OR

B. Specialized Experience: To qualify for the GS-09, candidates must possess at least one full year of specialized experience equivalent to at least the GS-07 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is defined as experience that has equipped the applicant with the specific knowledge, skills, and abilities to perform the duties of the position successfully. This includes demonstrated experience in: 1) Assisting with policy and program evaluations related to environmental matters. 2) Assisting with the review, analysis, and preparation of documents such as briefing papers and standard operating procedures; AND 3) Utilizing databases for data entry and tracking. C. Combination of Education and Experience: A combination of qualifying experience and education that totals 100% of the requirement.

GS-11

A. Education: A Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree, or LL.M., if relevant.

OR

B. Specialized Experience: To qualify for the GS-11, candidates must possess at least one full year of specialized experience equivalent to at least the GS-09 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is defined as experience that has equipped the applicant with the specific knowledge, skills, and abilities to perform the duties of the position successfully. This includes demonstrated experience in: 1) Developing policy and program evaluations related to environmental matters. 2) Reviewing, analyzing, and preparing documents such as briefing papers and standard operating procedures. 3) Utilizing databases for data entry and tracking; AND 4) Reviewing documents to ensure compliance with environmental statutes such as the National Environmental Policy Act, National Historic Preservation Act, and Endangered Species Act.
