Job Summary

The State of Illinois is seeking a highly skilled and experienced Chief Budget Officer to join our team at the Illinois Department of Human Services. Key Responsibilities
  • Lead Budget Development and Tracking: Develop, implement, and manage the statewide budget for the Division of Rehabilitation Services, ensuring compliance with state and federal regulations.
  • Fiscal Management: Oversee the financial operations of the Division, including budget monitoring, financial reporting, and grant management.
  • Contract Administration: Manage contracts with vendors and service providers, ensuring compliance with state and federal regulations.
  • Supervisory Responsibilities: Supervise a team of fiscal staff, providing guidance, training, and performance evaluations.
  • Collaboration and Communication: Work closely with departmental leadership, stakeholders, and external partners to ensure effective communication and collaboration.
Requirements
  • Education: Bachelor's degree in Business Administration, Public Administration, or a related field.
  • Experience: Minimum 4 years of experience in budget development, fiscal management, and contract administration in a public or private sector organization.
  • Skills: Strong analytical and problem-solving skills, excellent communication and interpersonal skills, and ability to work in a fast-paced environment.
Preferred Qualifications
  • Advanced Degree: Master's degree in Business Administration, Public Administration, or a related field.
  • Professional Certifications: Certified Public Manager (CPM) or Certified Government Financial Manager (CGFM) certification.
  • Experience with State and Federal Regulations: Experience working with state and federal regulations, including the Illinois Budget Act and the Federal Budget Act.
