Job Summary

Join Fairfax County, VA as a Procurement Division Director and lead the Grants and Sponsored Programs (GSP) Division. This role requires a highly motivated and skilled individual to manage a thirteen-member team and oversee the grants and sponsored programs operation.

Key Responsibilities
  • Direct, supervise, plan, coordinate, and manage the grants and sponsored programs operation, including supervising two teams that manage over 500 agreements.
  • Assist with the development, data collection, reporting, and analysis of strategic objectives and performance measures.
  • Manage strategic alliances with customers to facilitate the accomplishment of customer goals and objectives.
  • Support development of annual budget for procurement program.
  • Manage a variety of contractual agreements and federal subaward portfolio, representing the department with county leadership, program offices, and suppliers.
  • Provide risk analysis; recommend acquisition strategies; provide data on contractor performance.
  • Provide in-depth knowledge of Virginia Public Procurement Act, Fairfax County Purchasing Resolution, and federal grant requirements.
  • Manage contract specialists and one management analyst, to include professional development, performance evaluations, and day-to-day mentoring and training.
  • Oversee Human Services' financial monitoring program (Board of Supervisor directed) to ensure nonprofit organizations are operating within fiscally sound constraints.
  • As a member of the department's leadership team, play a key role in enabling collaboration with all stakeholders, to include internal (procurement and contracting staff), external (suppliers, other governmental entities, etc.), county agencies and office customers.
  • Lead and manage several major procurement programs, such as exempt programs (purchase of services for individuals), countywide memorandum of agreement, consolidated community funding pool, and federal subawards.
Requirements
  • Graduation from an accredited four-year college or university with major course work in public administration, business administration or a related field, including courses in purchasing and supply management principles, laws, methods and procedures.
  • Five years of progressively responsible experience in responsible business area, including considerable experience in analysis of cost proposals, negotiations and resource planning, and three years of increasingly responsible supervisory experience.
  • A master's degree in public administration, business administration, or a related field may be substituted for one year of the required experience.
  • Nationally recognized Professional Purchasing Organization certification.
  • Five or more years of experience in public procurement, contracting, subaward and grant related expertise required to develop and review solicitations, contracts, justifications and approvals, determinations and findings, and other contractual documents for conformance to established policies.
  • Three or more years of increasingly responsible supervisory experience.
  • Substantial experience with the Virginia Public Procurement Act and 2 CFR 200- Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards.
  • Substantial experience and understanding of human service focused contractual activities.
  • Strong leadership skills and vision for opportunities and enhancement within organizational units.
  • Outstanding strategic skills; ability to transform general goals into actionable plans. Results Orientation.
  • Strong analytical capabilities. Demonstrated ability to research, acquire and quickly absorb technical information.
