Job Overview

South Bay Workforce Investment Board, Inc. is in search of a committed and skilled individual for the role of Program Analyst II - PDA Supervisor. This position is pivotal in providing direction and management to a team of Program District Assistants (PDA) across various functions, including Job Development, Job Readiness (Blueprint Trainers), and Job Coaching.

Key Responsibilities
  • Program Management: Grasp the comprehensive programs, provisions, and timelines specified in the Prime Agreement with the County, executing management directives related to assigned TSE programs.
  • Strategic Development: Understand the goals of the Transitional Subsidized Employment program (TSE) and consistently devise strategies to optimize processes and enhance program performance.
  • Team Supervision: Oversee job development, blueprint training, and job readiness initiatives, ensuring timely task completion and goal achievement.
  • Employer Engagement: Engage in recruitment activities, including marketing and outreach, to facilitate hiring processes.
  • Site Visits: Conduct regular visits to One-Stop Centers & AJCCs where field staff are located.
  • Team Meetings: Organize meetings, webinars, and conference calls to address challenges, provide technical support, and share best practices.
  • Data Analysis: Compile, review, and analyze data, preparing reports for management as required.
  • Task Delegation: Oversee daily team operations, delegate responsibilities, set clear deadlines, and ensure timely task completion.
  • Performance Reporting: Prepare and submit weekly and monthly performance reports to management.
  • Team Motivation: Inspire team members, identify training needs, provide coaching, and foster an environment of open communication.
  • Workshops: Conduct Pre-Employment Workshops as necessary.
  • Team Building: Encourage creativity, recognize high performance, organize team-building activities, and resolve conflicts.
  • Performance Monitoring: Track team performance and report on key metrics.
  • Additional Duties: Perform other related responsibilities as needed.
Qualifications
  • Bachelor's degree in a relevant field (e.g., Business Administration, Human Resources, Social Sciences) preferred.
  • Three (3) years of experience in social service and/or job training and development programs.
  • Demonstrated supervisory experience, including monitoring team performance and reporting metrics.
  • Proven leadership skills, with the ability to motivate and inspire team members.
  • Excellent communication and interpersonal skills, with a collaborative approach to diverse teams.
  • Ability to develop and implement effective strategies while building professional relationships.
  • Knowledge of workforce development programs is preferred.
  • Experience in public relations and building employment networks.
  • Strong critical thinking and analytical skills.
  • Outstanding time management and organizational abilities.
  • Self-motivated and capable of working under pressure.
  • Proficiency in relevant software applications (e.g., Microsoft Office Suite).
  • Reliable transportation and a valid California Driver's License.
  • Successful completion of background and reference checks.
Working Conditions
  • Potential exposure related to COVID-19 may require adherence to safety measures.
  • Engagement in activities such as walking, standing, and sitting at a desk is expected.
  • Travel for trainings, conferences, and meetings may be necessary.
Compensation and Benefits

This is a full-time, non-exempt position with a standard workweek of 40 hours, offering a competitive hourly rate commensurate with experience. The company provides a comprehensive benefits package, including health reimbursement, sick and vacation time, holidays, and a 401k plan. Eligibility for Public Service Loan Forgiveness (PSLF) is also available.
