The Chief Engineer serves as the principal authority in engineering disciplines, providing strategic consultation and recommendations to executive-level management within the New York State Bridge Authority (NYSBA).

Reporting directly to the Executive Director, the Chief Engineer will operate within the Engineering and Maintenance Services division.

Key Responsibilities:
Oversee the maintenance of six bridge facilities, including the Walkway over the Hudson, ensuring they meet operational standards.
Set and evaluate engineering, construction, and maintenance objectives, collaborating with executive staff and department leaders to assess outcomes.

Develop and implement policies and procedures for project scoping, planning, budgeting, and execution methodologies; promote best practices in project management.

Collaborate with department heads, facility managers, external engineering firms, and contractors to address significant engineering challenges and devise effective solutions.

Manage the engineering and maintenance department, along with all associated consultants and contractors engaged by the NYSBA.
Provide engineering leadership for all design initiatives and project pursuits.
Offer expert consultation on technical issues impacting the planning, design, and construction of capital projects.
Deliver technical guidance to staff and external organizations.
Establish fundamental criteria for engineering projects; create standards and specifications applicable across the Bridge Authority.
Conduct research on innovative concepts, systems, equipment, and materials to enhance operational efficiency.
Guide engineering and maintenance programs while fostering the development of professional staff.
May directly oversee complex maintenance and construction projects.

Supervise a team of engineering and inspection personnel, including the Managers of Maintenance, Contract Maintenance, and Toll Technologies.

Act as the technical representative for the Bridge Authority, reviewing and providing feedback on the work of external consultants, and collaborating with government agencies on facility design and maintenance.

Prepare and assess division budgets.
Perform additional managerial duties as assigned.
Collaborate with Authority staff and the General Engineering Consultant to develop 5- and 20-year Capital Improvement Plans.
Work with the Manager of Maintenance and bridge Foremen to create the annual maintenance program tailored to each facility.

Draft professional service and construction contracts, demonstrating extensive knowledge of NYS procurement practices.

Compile reports and data analyses for review by the NYSBA Executive Director and Board.
Assist the Manager of Maintenance in overseeing payroll operations for maintenance staff.
Support the procurement of equipment and materials for the maintenance department.

Oversee the Manager of Toll Technicians in the repair and replacement of toll, traffic, video surveillance, and communication systems across all facilities.

Assist the Manager of Contract Maintenance in managing the design and construction of the Authority's Capital Improvement Program.
Ensure projects are executed on schedule and within budget while maintaining quality standards.
Monitor project progress and inspect construction sites to confirm compliance with specifications and safety regulations.
Approve project plans and budgets, making necessary adjustments in consultation with consultants and the Executive Director.

Generate comprehensive reports detailing project efficacy, resource allocation, and quality assessments of completed projects.

Maintain regular communication with leadership and external stakeholders at an executive level.
Collaborate with other Chief Engineers in the transportation sector to enhance overall discipline standards.

Represent the NYSBA in technical discussions; coordinate the development and presentation of internal conferences to share insights on lessons learned, skill advancements, technology innovations, and trends.

Responsible for identifying required expertise in specific disciplines, fostering communities of practice, and systematically gathering and disseminating knowledge for improved application across the organization.
