The Principal Engineering Manager serves as the primary authority in engineering disciplines, providing expert consultation and strategic recommendations to the executive management team.

This role is situated within the Engineering and Maintenance Services division, reporting directly to the Executive Director.

Key Responsibilities:
Oversee the management of six bridge facilities, including significant structures under the jurisdiction of the organization.
Set and evaluate engineering, construction, and maintenance objectives; collaborate with executive staff and department leaders to assess outcomes.

Develop and implement policies and procedures for project scoping, planning, budgeting, and execution methodologies; establish best practices for project management.

Collaborate closely with department heads, facility managers, external engineering firms, and contractors to address complex engineering challenges and ensure effective solutions.

Direct the engineering and maintenance department, along with all related consultants and contractors engaged by the organization.
Provide leadership and management for all design initiatives and engineering pursuits.
Offer expert consultation on technical issues that may impact the planning, design, and execution of capital projects.
Deliver technical guidance and support to internal staff and external entities.
Establish fundamental criteria for engineering projects; set standards and specifications applicable across the organization.
Conduct research on innovative concepts, systems, equipment, and materials to enhance operational efficiency.
Guide engineering and maintenance programs while fostering the development of professional staff.
May directly oversee unique or particularly challenging maintenance and construction projects.

Supervise a team of engineering and inspection personnel, including key managerial roles.

Act as the technical representative for the organization in reviewing and providing feedback on the work of external consultants, collaborating with government agencies and other organizations on facility design and maintenance.

Prepare and assess division budgets.
Perform related managerial tasks as required.
Collaborate with staff and consultants to develop long-term Capital Improvement Plans.
Coordinate the annual maintenance program with facility managers and maintenance teams, tailored to each location.

Draft agreements for professional service contracts and construction projects, ensuring compliance with procurement practices.

Generate reports and data analyses for review by executive leadership.
Assist in overseeing payroll operations for maintenance personnel.
Support the procurement of equipment and materials for the maintenance department.

Supervise the administration of toll and traffic systems, ensuring operational integrity across all facilities.

Assist in managing the design and construction of the Capital Improvement Program.
Ensure project execution aligns with timelines and budgets while maintaining quality standards.
Monitor project progress and inspect construction sites to confirm adherence to specifications and safety protocols.
Review and approve project plans and budgets, making necessary adjustments in consultation with stakeholders.

Develop comprehensive reports on project performance, resource allocation, and quality outcomes.

Maintain open communication with leadership and external stakeholders at an executive level.
Collaborate with other Chief Engineers to enhance overall engineering standards.

Represent the organization in technical discussions; facilitate the development and presentation of internal conferences to share insights, advancements, and best practices.

Responsible for identifying required expertise in specific disciplines, fostering knowledge sharing, and ensuring consistent application of best practices across projects.
