Job Summary

The Los Angeles County Metropolitan Transit Authority is seeking a highly experienced and skilled Deputy Executive Officer, Project Management to join our team. This is a critical role that will oversee the planning, execution, and delivery of major capital projects, ensuring they are completed on time, within budget, and to the required quality standards.

Key Responsibilities
  • Direct and manage diverse teams and major projects, including large capital projects or management of other types of large projects or programs.
  • Plan, assign, monitor, and evaluate the work of assigned staff, ensuring successful completion of projects and contracts.
  • Establish and monitor short- and long-range project goals, budgets, schedules, and strategies, ensuring all project design and/or construction activities meet operations and maintenance quality standards and expectations.
  • Develop and manage information security and recovery capabilities, overseeing current information technology interface with other related Metro databases.
  • Represent the agency and applicable division at meetings, conferences, and public events, providing expertise and leadership in conducting technical studies and analyses.
  • Prepare and present reports to executive and management staff, the Board of Directors, and/or outside regulatory agencies, setting and implementing project policies, procedures, programs, safety and work standards, and controls for the overall functioning of assigned unit.
  • Ensure compliance with Metro policies, procedures, and standards, and applicable federal, state, and local regulations and laws, supervising, training, mentoring, and motivating assigned staff.
  • Evaluate staff's overall level of knowledge, skills, and abilities, and assist in developing the department's succession plan, overseeing all contracts, operating budget, and capital budget for section.
  • Communicate Metro's safety vision and goals, overseeing the implementation of agency and departmental safety rules, policies, and procedures, and maintaining accountability for the safety performance of all assigned employees.
Requirements
  • A combination of education and/or experience that provides the required knowledge, skills, and abilities to perform the essential functions of the position.
  • Five years of relevant senior management-level experience in the design and/or construction of major capital projects, including extensive experience managing mass transit projects.
  • A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.
  • California license as a Professional Engineer (PE) preferred, Construction management and/or project management certification preferred.
Preferred Qualifications
  • Experience developing funding plans by local, state, and federal funding source types and their eligible uses to optimize the color of money locations and minimize eligible funding impacts on Operations, Capital, and State of Good Repair projects/programs.
  • Experience developing complex financial analyses for executive management and managing special projects and task forces to support requests from the Chief-level executives or designees.
  • Experience authoring, editing, and presenting Board reports, interdepartmental correspondence, PowerPoint presentations, and internal/external party communications.
  • Experience developing scopes of work for contractor/consultant contracts, managing capital projects, and overseeing the grant application process in support of Operations Capital and State of Good Repair Programs.
