Departmental Promotional Opportunity: This position is available to permanent employees of the County of Los Angeles Department of Public Works who have successfully completed their initial probationary period.

Essential Job Functions

The role entails overseeing a section within a division responsible for managing substantial and intricate capital projects throughout all stages of project execution.
  • Directs the design and construction of large-scale, complex County capital projects, ensuring adherence to cost control, schedule management, and quality standards established by the County.
  • Coordinates the design and construction efforts for County facilities or capital projects, monitoring progress to ensure timely completion.
  • Negotiates, manages, and oversees contracts and agreements related to projects, acting as the official administrative liaison for consultants, developers, architects, contractors, and other public entities.
  • Supervises staff, providing orientation and training on departmental policies, procedures, and standards.
  • Assigns tasks to staff, establishing priorities and deadlines.
  • Provides scheduling insights and budget estimates for upcoming projects based on current project status and team workload.
  • Oversees the preparation of regular progress reports on projects, as well as special reports addressing unique challenges or issues, including recommendations for resolution.
  • Develops and proposes modifications to policies, standards, and procedures.
  • Reviews reports or recommendations from subordinates for technical and administrative viability, providing necessary feedback to the division head.
  • Authorizes technical change orders as recommended by engineering personnel within the authority granted by the Board of Supervisors.
  • Assists in the formulation of the division's annual budget and reports.
  • Represents the division head, as needed, in coordinating activities with other divisions, departments, political entities, or public and private organizations.
Requirements

SELECTION REQUIREMENTS:

A Bachelor's degree from an accredited institution in Architecture, Landscape Architecture, Construction Management, Construction Technology, Civil Engineering, Mechanical Engineering, Electrical Engineering, or a closely related field -AND- Two years of project management experience at the level of County of Los Angeles class of Capital Projects Manager, PW.

LICENSE:
A valid California Class C Driver License or the ability to utilize an alternative method of transportation when necessary to perform job-related essential functions.

PHYSICAL CLASS:
Physical Class II - Light: Involves light physical effort, which may include occasional light lifting up to 10 pounds, along with some bending, stooping, or squatting. Considerable walking may be required.

ADDITIONAL INFORMATION:

The examination consists of two parts:
  • Part I: A Training and Experience evaluation, assessing competencies in various project management areas.
  • Part II: A multiple-choice and/or simulation test assessing various management skills.
